O Fundo de Manutenção e Desenvolvimento da Educação Básica e de Valorização dos Profissionais da Educação no Brasil – Fundeb : a contribuição dos governos estaduais para o Fundo de 2007 a 2020

Abstract

O Fundo de Manutenção e Desenvolvimento da Educação Básica e Valorização dos Profissionais da Educação (Fundeb), criado em 2007, representou a continuidade da política de fundos e a inovação de contemplar a Educação Básica e englobar um volume maior de recursos, o que altera o panorama do financiamento da educação no Brasil. Este trabalho tem por objetivo analisar em que medida os governos estaduais contribuíram financeiramente para o Fundeb e quais foram os efeitos para a oferta educacional no Brasil, de 2007 a 2020, período de vigência da política; a oferta entendida como a distribuição de matrículas tendo em conta o provimento dos municípios e dos estados. Utilizou-se a metodologia do método misto. A fim de fundamentar a análise, foi construído um marco teórico e contextual sobre características sociodemográficas, o federalismo brasileiro em geral e no campo educacional, linhas gerais da política de financiamento da educação e o Fundeb. O foco do estudo é a contribuição dos estados e a redistribuição de recursos dos estados aos munícipios. Para isso, foram elaborados relatórios de cada um dos 26 estados brasileiros, com o número de matrículas da Educação Básica, divididas por etapas de ensino, e os resultados líquidos das transferências do Fundeb. Para o levantamento dos dados foram utilizados as Sinopses Estatísticas da Educação Básica e os Relatórios Resumidos de Execução Orçamentária (RREO) estaduais. Foi constatado que todas as unidades federativas avançaram em direção a maior municipalização de matrículas. Houve um aumento da parcela da contribuição estadual redistribuída aos municipios em todos os estados brasileiros, cumprindo o papel redistributivo que tem a política do Fundeb. A contribuição total de 2007-2020 dos 26 estados para o Fundeb foi de R$ 481.695.510.830,07, com uma parcela de redistribuição média da contribuição estadual para os municípios de 36,83% no período. Os resultados apontam para um aumento de matrículas na Educação Infantil e para um aumento de matrículas na rede municipal de ensino, portanto, ocorreu um aumento tanto nas matrículas da Educação Infantil quanto no porte das redes municipais e, consequentemente, um aumento na municipalização dos recursos do Fundeb no âmbito brasileiro no período da política analisado

The Fund for the Maintenance and Development of Basic Education and Valorization of Education Professionals (Fundeb), created in 2007, represented the continuity of the fund policy and the innovation of contemplating Basic Education and encompassing a larger volume of resources, which alters the panorama of education financing in Brazil. This work aims to analyze the extent to which state governments contributed financially to Fundeb and what were the effects for educational supply in Brazil, from 2007 to 2020, the period of validity of the policy; the offer understood as the distribution of registrations taking into account the provision of municipalities and states. The mixed method methodology was used. In order to support the analysis, a theoretical and contextual framework was constructed on sociodemographic characteristics, Brazilian federalism in general and in the educational field, general lines of education financing policy and Fundeb. The focus of the study is the contribution of the states and the redistribution of state resources to the municipalities. For this, reports were prepared from each of the 26 Brazilian states, with the number of basic education enrollments, divided by stages of teaching, and the net results of Fundeb transfers. For data collection, the Basic Education Statistical Synopsis and the State Budget Execution Summary Reports (RREO) were used. It was found that all federative units advanced towards greater municipalization of enrollments. There was an increase in the portion of the state contribution redistributed to municipalities in all Brazilian states, fulfilling the redistributive role that fundeb's policy has. The total contribution from 2007-2020 of the 26 states to Fundeb was R$ 481,695,510,830.07, with an average redistribution portion of the state contribution to the municipalities of 36.83% in the period. The results point to an increase in enrollment in Early Childhood Education and an increase in enrollment in the municipal education network, therefore, there was an increase in both enrollment of Early Childhood Education and the size of municipal networks and, consequently, an increase in the municipalization of Fundeb resources in the Brazilian scope during the period of the policy analyzed.
