Ao longo dos quarenta anos da institucionalização do Sistema Nacional de Crédito Rural, que tem o objetivo de suprir recursos financeiros ao setor rural, as fontes oriundas de recursos públicos ficaram cada vez mais escassas e incapazes de atender a demanda de crédito do produtor rural. Dessa forma, o presente estudo tem como finalidade a verificação das principais mudanças ocorridas nas fontes de recursos do crédito rural brasileiro, no período de 1994 a 2004, até então promovidas, majoritariamente, pelas Autoridades Monetárias. A conseqüência dessas mudanças foi o surgimento, a partir de 1994 com o advento do Plano Real, de fontes alternativas supridoras de recursos, compondo, assim, um novo modelo de financiamento onde o Governo Federal atua de forma reguladora e incentivadora, o que propicia uma maior participação do setor privado, visando à redução da dependência de recursos públicos pelo setor rural. ...
