Planejamento e aplicação do orçamento no governo municipal

Abstract

O governo ou entidade pública tem como finalidade principal a prestação de serviços, buscando atender as necessidades de uma comunidade. Para isso são utilizadas técnicas e metodologias específicas de planejamento orçamentário, a fim de analisar a situação atual, identificando as ações a serem desenvolvidas, com o intuito de alcançar os objetivos desejados. Além disso, é através do planejamento orçamentário, que se busca encontrar alternativas e previsões para problemas que possam ocorrer. Esta pesquisa analisa como ocorre o planejamento orçamentário para o município de Estrela/RS nos anos de 2009, 2010 e 2011, descrevendo como acontecem as etapas do orçamento público, buscando identificar os pontos negativos e positivos, bem como apontar os resultados obtidos. Este estudo visa demonstrar, por meio de uma análise descritiva, como ocorrem as etapas de elaboração do orçamento no município em questão e seu planejamento, bem como a aplicação e se há necessidade de alteração no orçamento. O texto inicia conceituando Administração Pública e estrutura do Estado. Em seguida, na pesquisa bibliográfica realizada, com a definição de Planejamento Orçamentário, encontra-se também a caracterização de orçamento público, definindo Plano Plurianual, Lei de diretrizes Orçamentárias e Orçamento Público. O destaque acentua-se no ciclo orçamentário, elucidando as diversas etapas de elaboração do orçamento. Realizou-se então o estudo prático, descrevendo como ocorreu o planejamento orçamentário no município, destacando os pontos positivos e negativos de cada etapa. Após descrever como acontece a elaboração do orçamento do município, foram analisados os resultados encontrados, descrevendo-os e cogitando algumas alterações e alternativas que poderiam ser incluídas nas diversas etapas do planejamento e elaboração do orçamento para o município de Estrela.

The main purpose of the government or public entity is to provide services that will deal with the needs of the community. For this it makes use of specific techniques and methodologies of budget planning, in order to analyze the present situation, identifying the actions to be developed to achieve the desired goals. Moreover, it’s through the budget planning that they search for alternatives and predictions for problems that may occur. This research analyses how the budget planning occurs for the municipality of Estrela/RS in the years 2009, 2010 and 2011, describing how the stages of public budget occur, trying to identify the negative and positive aspects, as well as pointing out the results. This study aims to demonstrate, through a descriptive analysis, how the stages for the elaboration of the budget in the related county occurs, and its planning, as well as the application of it and if there is any need to alter the budget. The text begins conceptualizing Public Administration and the structure of the State. Then, in the carried out bibliographic research, with the definition of Budget Planning, also a featuring of public budget, defining Plano Prurianual (Plano Prurianual), Lei de Diretrizes Orçamentárias e Orçamento Público (Lei de Diretrizes Orçamentárias e Orçamento Público). The emphasis is accentuated on the budgetary cycle, enlightening the different stages of budget preparation. A practical study was carried out, describing how the budget planning occurred in the municipality, pointing out the positive and negative aspects of each stage. After describing how the drawing up of the municipal budget happens, the results were analyzed, describing them and considering some changes and alternatives that could be included in the different stages of planning and preparation of the budget for the municipality of Estrela.
