Brazil is among the countries with the greatest party fragmentation in its legislative branch, which can bring some adversities to the country's political system. Laws, reforms, and mini electoral reforms are frequently proposed with the aim of improving this system, including attempts to reduce the number of parties. In this sense, the study sought to investigate whether the high number of party organizations could be mitigated by combining different norms and laws. Notable among these are Constitutional Amendment No. 97 of 2017, which prohibited coalitions in proportional elections and provided stricter requirements to achieve the performance clause, and Law No. 14.208/2021, which established party federations, in addition to the recent decision of the Supreme Federal Court regarding the distribution of electoral surpluses. Consequently, it was hypothesized that the aforementioned legislative changes will likely result in a reduction in the number of political parties in the country and a consequent decrease in party fragmentation. However, the Supreme Court's decision is not expected to have a significant impact on this issue. To achieve the outlined objectives, this study was based primarily on quantitative research methods, through the analysis of the official results recorded in the 2022 elections for the Chamber of Deputies. Based on these figures, different scenarios were considered to verify whether the reductions in the number of parties and party fragmentation would be confirmed. Furthermore, distinct scenarios were projected for upcoming elections, in accordance with Constitutional Amendment No. 97. Finally, the movements of the political parties conducted since the enactment of the considered rules and legislation were recorded to verify their influence on party strategies. ...
