Moldes e modulações da arbitragem de futebol : um estudo antropológico sobre a formação de árbitros e relações raciais no Brasil

Abstract

Este trabalho investiga a formação e atuação da arbitragem de futebol brasileira, com foco na incidência das questões raciais. Problematizando a ideia de que o futebol seria um canal de ascensão para as pessoas negras apenas na condição de jogadoras, busca explorar os processos de inserção propiciados em uma outra área de atuação relacionada com o esporte e compreender as implicações das dinâmicas de habilitação na arbitragem profissional sobre a participação destes indivíduos, identificando os modelos de atuação exigidos e as possíveis negociações ou adesões que precisam empreender devido ao marcador racial. Para tal, a pesquisa adota uma abordagem etnográfica, com inserção em um curso de formação de árbitros de futebol, observando o cotidiano da atividade e estabelecendo interlocuções com árbitros e ex-árbitros. Complementarmente, foram realizadas análises documentais da "Relação de Árbitros" da CBF (com o apoio de um grupo de estudantes para heteroidentificação) e dos relatórios anuais do Observatório da Discriminação Racial no Futebol. Postula-se que a retórica meritocrática dos cursos de formação de árbitros e o ideal de atuação apregoado nas instruções tendem a instaurar no ambiente da formação uma "cegueira racial" (color blindness), desconsiderando ou normalizando a incidência de certos marcadores da diferença. Além disso, a partir da produção discursiva institucional, há uma forte influência de um ethos militar e da expressão de uma masculinidade específica na performance da arbitragem, que podem marginalizar ou invisibilizar sujeitos que não se encaixam nesse padrão, incluindo pessoas negras e mulheres. A tese propõe que as questões raciais podem ser apreendidas nas lacunas e fricções entre o modelo ideal e as modulações da sua execução, debatendo a representatividade de pessoas negras na arbitragem profissional, a escassez de dados oficiais e possíveis problemas oriundos que a experiência das relações raciais engendra no cotidiano.

This work investigates the training and performance of Brazilian football refereeing, focusing on the incidence of racial issues. Problematizing the idea that football would be a channel for ascension for Black individuals only as players, it seeks to explore the insertion processes facilitated in another area of activity related to the sport and to understand the implications of the qualification dynamics in professional refereeing on the participation of these individuals, identifying the required performance models and the possible negotiations or adaptations they need to undertake due to the racial marker. To this end, the research adopts an ethnographic approach, with immersion in a football referee training course, observing the daily routine of the activity and establishing dialogues with current and former referees. Complementarily, documentary analyses were carried out on the CBF's "Referee List" (with the support of a group of students for heteroidentification) and on the annual reports of the Observatory of Racial Discrimination in Football. It is postulated that the meritocratic rhetoric of referee training courses and the ideal performance advocated in the instructions tend to establish a "color blindness" in the training environment, disregarding or normalizing the incidence of certain markers of difference. Furthermore, from the institutional discursive production, there is a strong influence of a military ethos and the expression of a specific masculinity in referee performance, which can marginalize or invisibilize subjects who do not fit this standard, including Black individuals and women. The thesis proposes that racial issues can be apprehended in the gaps and frictions between the ideal model and the modulations of its execution, debating the representation of Black individuals in professional refereeing, the scarcity of official data, and possible problems arising from the experience of racial relations in daily life.
