Unidos para fazer o bem : repertório de ação não conflitivo do pedal da inclusão

Abstract

A presente dissertação procura analisar as escolhas táticas de uma organização que utiliza de repertório de ação não confrontacional, o Pedal da Inclusão, de Porto Alegre, que tem como objetivo promover a inclusão social por meio do ciclismo. O objetivo desta pesquisa foi compreender o porquê das escolhas táticas utilizadas pela organização para avançar a pauta da inclusão. Para tanto foram realizadas: a) uma descrição aprofundada da organização a partir do levantamento de seu histórico; b) mapeamento das principais articulações da organização e; c) identificação e análise das principais ações táticas. Dentre os resultados, o principal achado foi como a motivação de fazer o bem se tornou o fio condutor de todas as ações da organização. Além disso, foi identificada a proximidade das características da organização com os movimentos de consenso. Esta pesquisa foi resultado de um estudo de caso, realizado por meio da triangulação de metodologias qualitativas: coleta e análise de dados disponíveis no ambiente virtual, observações de campo e narrativas colhidas por meio de entrevistas semiestruturadas. A análise dos dados ocorreu à luz do debate teórico sobre os movimentos sociais, no qual foram mobilizados os conceitos de movimento de consenso, repertório de ação e escolhas táticas. O resultado das análises foi inovador no campo dos movimentos sociais por pensar um tipo de ação que tem na despolitização um elemento estratégico e por ter como objeto de estudo uma organização que não têm na conflitualidade seu elemento estruturante, mas que, mesmo assim, apresenta processos de escolhas táticas. Enfatizando uma atuação consensual de alguns movimentos, que são parte dos movimentos sociais, mas que praticamente ficaram de fora da literatura. Este trabalho também contribuiu para a análise da relação entre a cultura interna da organização consensual e a escolha de ações táticas que enfatizam dinâmicas de cooperação, já que, nos movimentos de conflito há uma relação entre a utilização de táticas conflitivas e causas mais contenciosas, enquanto que, na literatura dos movimentos de consenso esta relação não é abordada, embora tenha um papel fundamental para determinar o grau de conflito ou consenso de um movimento.

This dissertation seeks to analyze the tactical choices of an organization that uses a repertoire of non-confrontational action, the Pedal of Inclusion, from Porto Alegre, which aims to promote social inclusion through cycling. The objective of this research was to understand the reason for the tactical choices used by the organization to advance the inclusion agenda. To this end, the following were carried out: a) an in-depth description of the organization based on a survey of its history; b) mapping the main articulations of the organization and; c) identification and analysis of the main tactical actions. Among the results, the main finding was how the motivation to do good became the common thread of all the organization's actions. In addition, the proximity of the organization's characteristics to the consensus movements was identified. This research was the result of a case study, carried out through the triangulation of qualitative methodologies: collection and analysis of data available in the virtual environment, field observations and narratives collected through semi-structured interviews. The data analysis took place in the light of the theoretical debate on social movements, in which the concepts of consensus movement, repertoire of action and tactical choices were mobilized. The result of the analyses was innovative in the field of social movements because it thinks of a type of action that has depoliticization as a strategic element and because it has as its object of study an organization that does not have conflict as its structuring element, but that, even so, presents processes of tactical choices, emphasizing a consensual action of some movements, who are part of social movements, but who were practically left out of literature. This work also contributed to the analysis of the relationship between the internal culture of the consensus organization and the choice of tactical actions that emphasize cooperation dynamics, since in conflict movements there is a relationship between the use of conflictive tactics and more contentious causes, while in the literature of consensus movements, this relationship is not addressed, although it plays a fundamental role in determining the degree of conflict or consensus of a movement.
