Agenda 2030 e as perspectivas de financiamento do patrimônio cultural : um estudo de caso do programa Matchfunding BNDES+

Abstract

A salvaguarda do patrimônio cultural e natural do mundo integra uma das metas da Agenda 2030, instituída em 2015 pela Organização das Nações Unidas (ONU) e constituída por 17 Objetivos de Desenvolvimento Sustentável (ODS). Essa agenda indica ações mundiais a serem implementadas até o ano de 2030 por todos os seus Estados-Membros, inclusive o Brasil. Ao abordar as interseções entre desenvolvimento sustentável e patrimônio cultural, o presente artigo verifica as contribuições e oportunidades de ampliação de recursos financeiros ao setor do patrimônio cultural por meio da criação de novas metodologias como efeito da territorialização da Agenda 2030 no Brasil. Como estudo de caso apresenta-se a análise das três primeiras edições do Matchfunding BNDES+, programa inovador de financiamento compartilhado e viabilizado com recursos do Fundo Cultural BNDES, o qual utiliza a meta 11.4 dos ODS para aferir a contribuição do Banco Nacional de Desenvolvimento Econômico e Social (BNDES) na implementação dos ODS no Brasil. Neste sentido, o presente estudo objetiva contribuir para a literatura e o debate acerca do financiamento ao patrimônio cultural sob a ótica do desenvolvimento sustentável.

Protecting the world's cultural and natural heritage is one of the goals of the 2030 Agenda, established in 2015 by the United Nations (UN) and made up of 17 Sustainable Development Goals (SDG). This Agenda indicates global actions to be implemented by 2030 by all member states, including Brazil. By addressing the intersections between sustainable development and cultural heritage, this article verifies the contributions and opportunities for expanding financial resources to the cultural heritage sector through the creation of new methodologies as an effect of the territorialization of the 2030 Agenda in Brazil. As a case study, an analysis of the first three editions of Matchfunding BNDES+ is presented, an innovative program of shared financing made possible with resources from BNDES Cultural Fund, which uses goal 11.4 of the SDGs to assess the contribution of The National Bank for Economic and Social Development (BNDES) in the implementation of the SDGs in Brazil. In this sense, this study aims to contribute to the literature and debate about the financing of cultural heritage from the perspective of sustainable development.
