Configuração socioespacial da aglomeração urbana do litoral norte do Rio Grande do Sul : urbanização difusa e dinâmica demográfica

Abstract

A tese objetiva analisar a configuração socioespacial e socioeconômica dos municípios no Litoral Norte do estado do Rio Grande do Sul, por meio do estudo da articulação entre a dinâmica demográfica e a produção imobiliária dos seus municípios constituintes. A região de estudo compreende os vinte municípios da Aglomeração Urbana do Litoral Norte do Estado do Rio Grande do Sul (AULINORTE), onde, a partir da década de 1990, as emancipações municipais induziram os fluxos migratórios e a ampliação do processo de urbanização. Na escala regional, analisou-se os perfis socioeconômicos dos municípios, constatando-se que o município de Capão da Canoa apresenta-se como um novo polo regional, marcado pelo intenso crescimento urbano, tanto de população fixa quanto sazonal, caracterizado pela expansão do mercado imobiliário, densificação do tecido construído e ações consistentes de empreendedorismo. Para o desenvolvimento da tese, realizou-se uma análise teórica que envolve conceitos referentes à urbanização, relacionando-a com a economia regional e local. A pesquisa foi desenvolvida com base na constatação do crescimento populacional expressivo no Litoral Norte do Rio Grande do Sul, destacando-se com o maior percentual dentre todas as regiões do estado nos últimos três Censos Demográficos (1991, 2000 e 2010). Essa tese se justifica pela importância da região no cenário gaúcho diante dos investimentos que vem recebendo com esta perspectiva espacial e expansão socioeconômica. A metodologia utilizada fundamenta-se em dados institucionais, do poder público municipal, de associações, do levantamento empírico e de entrevistas online. As análises qualitativas e quantitativas demonstraram que a economia urbana do município de Capão da Canoa está vinculada de forma direta ao setor imobiliário, sendo o setor mais importante para a economia municipal. A literatura pesquisada salienta que o litoral passou e ser apropriado culturalmente, identificando-se como um espaço de lazer, tornando-se mais valorizado, ressaltando-se o dinamismo associado às atividades turísticas e de veraneio, além de proporcionar maior qualidade de vida à população. O resultado do levantamento empírico demonstrou que, embora haja pontos de intensa valorização do solo e de maior densificação, existem ainda, áreas segregadas, marcadas pela escassez de infraestrutura urbana. As principais conclusões da pesquisa são: i) as ações praticadas pelo Estado, as emancipações, as migrações e o empreendedorismo são os principais fatores responsáveis pelo crescente processo de urbanização da região; ii) a localização é um importante fator para a valorização socioeconômica da região; e iii) o setor imobiliário influencia diretamente na organização socioespacial de Capão da Canoa. Por fim, verifica-se que o engajamento do poder público, da sociedade civil e do empreendedorismo, notadamente, da promoção imobiliária, constitui-se em fator decisivo para a atual configuração socioespacial da Aglomeração Urbana do Litoral Norte do Rio Grande do Sul.

The thesis aims to analyze the socio-spatial and socioeconomic configuration of the municipalities on the North Coast of the state of Rio Grande do Sul, through the study of the articulation between the demographic dynamics and the real estate production of its constituent municipalities. The study region comprises the twenty municipalities of the Urban Agglomeration of the North Coast of the State of Rio Grande do Sul (AULINORTE), where, from the 1990s, municipal emancipations induced migratory flows and the expansion of the urbanization process. On a regional scale, the socioeconomic profiles of the municipalities were analyzed, noting that the municipality of Capão da Canoa presents itself as a new regional center, marked by intense urban growth, both with a fixed and seasonal population, characterized by the expansion of the market. real estate, densification of the built fabric and consistent entrepreneurial actions. For the development of the thesis, a theoretical analysis was carried out that involves concepts related to urbanization, relating it to the regional and local economy. The research was developed based on the observation of significant population growth in the North Coast of Rio Grande do Sul, standing out with the highest percentage among all regions of the state in the last three Demographic Censuses (1991, 2000 and 2010). This thesis is justified by the importance of the region in the gaucho scenario in view of the investments it has been receiving with this spatial perspective and socioeconomic expansion. The methodology used is based on institutional data, from the municipal government, associations, empirical research and online interviews. The qualitative and quantitative analyzes showed that the urban economy of the municipality of Capão da Canoa is directly linked to the real estate sector, being the most important sector for the municipal economy. The researched literature emphasizes that, the coast has become culturally appropriated, identifying itself as a leisure space, becoming more valued, emphasizing the dynamism associated with tourist and summer activities, in addition to providing better quality of life for the population. The result of the empirical survey showed that, although there are points of intense soil valorization and greater densification, there are still segregated areas, marked by the scarcity of urban infrastructure. The main conclusions of the research are: i) the actions taken by the State, emancipations, migrations and entrepreneurship are the main factors responsible for the growing process of urbanization in the region; ii) the location is an important factor for the socioeconomic valorization of the region; and iii) the real estate sector directly influences the socio-spatial organization of Capão da Canoa. Finally, it appears that the engagement of public authorities, civil society and and entrepreneurship, notably, real estate development,constitutes a decisive factor for the current socio-spatial configuration of the Urban Agglomeration of the North Coast of Rio Grande do Sul.
