Mulheres no desenvolvimento territorial e rural : trajetória no Território da Cidadania Noroeste Colonial (RS)

Abstract

A presente dissertação tem por objeto de estudo o Território da Cidadania Noroeste Colonial (TCNORC) que em 2008 foi reconhecido pelo Ministério do Desenvolvimento Agrário (MDA) diretamente como Território da Cidadania integrado ao Programa Nacional de Desenvolvimento Sustentável dos Territórios Rurais (PRONAT). A pesquisa situa seu olhar nas dimensões do empoderamento das mulheres definidas pelo documento elaborado no Fórum Econômico Mundial, mais precisamente na dimensão do empoderamento político que diz respeito não só a representação equitativa de mulheres em estruturas de tomada de decisão, tanto formais quanto informais, mas também ao seu direito à voz na formulação de políticas que afetam a sociedade na qual estão inseridas. O trabalho objetiva analisar as relações que se constroem entre os agentes que definem uma determinada conformação e implementação das políticas de gênero, e de que forma essas, no âmbito da política de desenvolvimento territorial, contribuem para o processo de empoderamento das mulheres que protagonizam a concertação social do PRONAT no Território da Cidadania Noroeste Colonial (TCNORC). Especificamente buscou-se caracterizar os atores protagonistas do território, delineando a participação das mulheres, compreender o processo de implementação da política de gênero com as comunidades tradicionais existentes no Território, e também, elucidar as relações construídas com o processo de intervenção através das políticas públicas de gênero implementadas e assessoradas pelo NEDET no TCNORC. Durante a pesquisa foram analisados alguns momentos, que se referem as principais atividades protagonizadas pelas mulheres, sendo: a Conferência Territorial de Assistência Técnica e Extensão Rural (ATER), Conferência Territorial de Políticas para as mulheres; Encontro Regional de Gênero e as discussões e disputas das propostas de investimento do Programa de Infraestrutura (PROINF). Esse processo de imersão junto ao objeto de estudo se deu pelo fato de a autora dessa dissertação ter feito parte da equipe do Núcleo de Extensão e Desenvolvimento Territorial (NEDET) que assessorou o Colegiado Territorial do TCNORC. Percebe-se que os esforços para garantir a participação das mulheres nos espaços de discussões, conseguiu favorecer o empoderamento das mesmas. Contudo, precisa-se dar continuidade, pois é nesses espaços que se formam as porta-vozes e que vão surgindo novas ideias e construções coletivas.

The purpose of this dissertation is to study the Territory of Colonial Northwest Citizenship (TCNORC), which in 2008 was recognized by the Ministry of Agrarian Development (MDA) directly as Territory of Citizenship integrated into the National Program for the Sustainable Development of Rural Territories (PRONAT). The survey focuses on the dimensions of women's empowerment as defined by the World Economic Forum document, more precisely on the dimension of political empowerment, which concerns not only the equitable representation of women in decision-making structures, both formal and informal, but also to their right to voice in the formulation of policies that affect the society in which they are inserted. The objective of this study is to analyze the relations that are built between the agents that define a certain conformation and implementation of the gender policies, and how, in the context of the territorial development policy, they contribute to the process of empowerment of the women who lead the consultation of PRONAT in the Territory of Colonial Northwest Citizenship (TCNORC). Specifically, the aim was to characterize the protagonist actors in the territory, outlining the participation of women, understanding the process of implementing gender policy with traditional communities in the Territory, and elucidating the relations built with the intervention process through public policies implemented and advised by NEDET in the TCNORC. During the research, a few moments were analyzed, which refer to the main activities carried out by women, being: the Territorial Conference on Technical Assistance and Rural Extension (ATER), Territorial Conference on Policies for Women; Regional Gender Meeting and the discussions and disputes of the investment proposals of the Infrastructure Program (PROINF). This process of immersion along the object of study was due to the fact that the author of this dissertation was part of the Nucleus of Extension and Territorial Development (NEDET) that advised the TCNORC Territorial Collegiate. It can be seen that efforts to ensure the participation of women in the spaces of discussions have succeeded in favoring the empowerment of women. However, it is necessary to give continuity, because it is in these spaces that the spokesmen are formed and new ideas and collective constructions arise.
