A burocracia profissional dos municípios do RS influencia a transparência?

Abstract

O presente artigo busca analisar se a burocracia profissional dos municípios do RS influencia a transparência. Para isso, foram consideradas as notas do Ranking Nacional de Transparência (RNT) como variável dependente, e variáveis independentes juntamente testando o resultado estatístico. A burocracia foi representada pela variável servidores estatutários de nível superior em relação à quantidade de servidores totais de cada município. Os resultados estatísticos não evidenciaram relação entre as duas variáveis, porém, a pesquisa qualitativa complementou a análise, com questionários enviados às prefeituras, de casos em que foram obtidos aumentos abruptos de notas no RNT. Por meio desses resultados, pode ser concluído que a escolaridade com formação superior se fez presente em todos os municípios analisados com aumento substancial de nota. Além disso, as exigências por parte do Tribunal de Contas do Estado apareceram como uma fonte importante de promoção da transparência municipal.

This article seeks to analyze whether the professional bureaucracy in the municipalities of RS influences transparency. For this, the National Transparency Ranking (RNT) scores were considered as a dependent variable, and independent variables together testing the statistical result. Bureaucracy was represented by the variable higher-level statutory employees in relation to the number of total employees in each municipality. The statistical results did not show any relationship between the two variables, however, the qualitative research complemented the analysis, with questionnaires sent to city halls, of cases in which abrupt increases in grades were obtained in the RNT. Through these results, it can be concluded that schooling with higher education was present in all municipalities analyzed with a substantial increase in grade. In addition, demands from the State Court of Auditors appeared as an important source of promoting municipal transparency.
