Desigualdade sócio-espacial no Litoral Norte do Rio Grande do Sul : uma análise intrarregional a partir da distribuição da atividade produtiva

Abstract

Esta dissertação examinou as disparidades verificadas, em nível intrarregional, analisando quais fatores no Litoral Norte do RS podem ser responsáveis por concentrações espaciais de renda e pelo grau de desigualdade sócio-espacial. O Litoral Norte do RS tem características variadas, parte da região tem como principal base econômica as atividades terciárias, mais notadamente na porção praiana, voltada ao turismo sazonal, com atividades diversificadas, sobretudo, no espaço urbano. Outra parte da região tem na atividade rural sua base econômica, caracterizada por pequenas e médias propriedades familiares, pela agroindústria e por grandes propriedades rurais voltadas as monoculturas. De 1991 a 2010, os indicadores socioeconômicos e os censos do IBGE, demonstraram um crescimento de renda e demais componentes do IDH-M em diversos munícipios da região, que acompanhou a tendência verificada no país, o que aponta para a elevação do desenvolvimento, em linhas gerais, dessa região. No entanto, nesse mesmo período pesquisado, o grau de desigualdade mensurado pelo Índice de GINI, revelou que em muitas porções desse espaço a desigualdade se manteve ou agravou-se. Através da investigação da estrutura produtiva, distribuída espacialmente, relacionamos o desenvolvimento, verificado a partir da década de 90, com os graus diferenciados de desigualdade na região, bem como, realizamos a proposição de uma regionalização, para fins de análise desse subespaço que considere a complexidade e heterogeneidade do Litoral Norte do RS.

This dissertation examined the disparities observed, at an intra-regional level, analyzing which factors in the North Coast of RS may be responsible for spatial concentrations of income and the degree of socio-spatial inequality. The North Coast of RS has varied characteristics, part of the region has tertiary activities as its main economic base, most notably in the beach area, aimed at seasonal tourism, with diversified activities, especially in urban space. Another part of the region has its economic base in rural activity, characterized by small and medium-sized family properties, agro-industry and large rural properties focused on monocultures. From 1991 to 2010, the socioeconomic indicators and the IBGE censuses showed an increase in income and other components of the HDI-M in several municipalities in the region, which followed the trend observed in the country, which points to an increase in development, in general lines of this region. However, in the same period surveyed, the degree of inequality measured by the GINI Index revealed that in many parts of this space inequality remained or worsened. Through the investigation of the productive structure, distributed spatially, we relate the development, verified since the 90's, with the different degrees of inequality in the region, as well as, we carried out the proposition of a regionalization, for the purposes of analysis of this subspace that considers the complexity and heterogeneity of the North Coast of RS.
