O Programa de Moradia Estudantil da UFRGS : uma análise documental e bibliográfica da assistência estudantil e moradia universitária

Abstract

Esta dissertação é produto final do curso de Mestrado realizado no Programa de Pós-Graduação de Política Social e Serviço Social da UFRGS. Tratamos neste estudo sobre a Moradia Estudantil, sob a perspectiva de uma ação integrante e fundamental da Política de Assistência Estudantil no Ensino Superior. Nossa reflexão tem como ponto de partida as diretrizes do PNAES - Programa Nacional de Assistência Estudantil (Portaria Normativa/MEC nº 39/2007 e Decreto nº 7.234/2010) e REUNI: Programa de Apoio a Planos de Reestruturação e Expansão das Universidades Federais (Decreto nº 6.096, de 24 de abril de 2007). A pesquisa, de caráter qualitativo, delineada por uma pesquisa bibliográfica e outra documental, do tipo exploratória (GIL, 2016), está fundamentada no Paradigma Ecológico-Contextual para compreensão do universo da Moradia Estudantil. Com este, estudo pretendemos analisar como é desenvolvida a Política de Moradia Estudantil na UFRGS, em consonância com o PNAES. A pesquisa bibliográfica foi fundamental para encontrarmos apoio na literatura produzida sobre a Moradia Estudantil, sua história, e para constituir um panorama nacional sobre este tema e os principais aspectos abordados e estudados sobre ele atualmente, já que a maioria dos estudos ressalta a pouca produção neste assunto. A pesquisa documental possibilitou levantar e conhecer a história das Casas de Estudante da UFRGS e verificar como esta trata a questão da moradia estudantil dentro da universidade. Para compreensão dos dados foi utilizada a análise temática de BRAUN e CLARCKE (2006). Os resultados apontam que a Assistência Estudantil é, portanto, desenvolvida dentro de uma política social e constitui um aspecto fundamental desta para garantir o direito à educação e às condições de permanência e conclusão do ensino superior de estudantes em situação de vulnerabilidade social. Podemos afirmar que, como uma importante ação da Assistência Estudantil, a Moradia Estudantil possui um papel fundamental para que esses esforços das políticas sociais do governo sejam concretizados na formação do estudante. Dessa forma, é afirmativo e perceptível que tivemos avanços na atenção e execução da Assistência Estudantil, mas ainda são necessários investimentos nessa área.

This dissertation is the final product of the master's course held in the Graduate Program in Social Policy and Social Work at UFRGS. In this study we deal with Student Housing, from the perspective of an integral and fundamental action of the Student Assistance Policy in Higher Education. Our reflection is based on the guidelines of the PNAES - National Student Assistance Program (Normative Ordinance / MEC nº 39/2007 and Decree nº 7.234 / 2010) and REUNI: Program to Support Federal University Restructuring and Expansion Plans (Decree 6,096, of April 24, 2007). The qualitative research, outlined by a bibliographic and documentary research, of the exploratory type (GIL, 2016), is based on the Ecological-Contextual Paradigm for understanding the universe of student housing. With this study we intend to analyze how the Student Housing Policy at UFRGS is developed, in line with the PNAES. Bibliographic research was essential to find support in the literature produced on student housing, its history and to constitute a national panorama on this topic and the main aspects addressed and studied on it today, since most studies highlight the low production on this subject. The documentary research made it possible to survey and learn about the history of the UFRGS Student Houses and to see how it addresses the issue of student housing within the university. To understand the data, thematic analysis by BRAUN and CLARCKE, 2006 was used. The results show that Student Assistance is, therefore, developed within a social policy and constitutes a fundamental aspect of it to guarantee the right to education and the conditions of permanence and completion of higher education for students in situations of social vulnerability. We can affirm that, as an important action of Student Assistance, student housing has a fundamental role for these efforts of the government's social policies to be concretized in the formation of the student. Thus, it is affirmative and noticeable that we have made progress in the attention and implementation of student assistance, but investments are still needed in this area.
