Análise do processo social da aprovação da lei do piso regional com foco na ação dos atores sociais

Abstract

O objetivo deste trabalho é analisar o processo social que resultou na aprovação da Lei do Piso Regional com foco na ação dos atores sociais que manifestaram suas posições com relação ao Projeto. Para realizar a análise foram utilizados os conceitos de Carlos Matus sobre atores sociais, interesse dos atores, conflito e cooperação. O aporte teórico possibilitou a analisar a produção social gerada pelos atores na transformação do Projeto de Lei 35/2020 na Lei nº 15.561 de 2020. Os dados foram coletados por observação de duas audiências sobre o tema e por informações publicadas nos sites oficiais dos atores e são apresentados de forma cronológica, desde a apresentação do Projeto de Lei, em fevereiro de 2020, até a sanção, em dezembro de 2020. Os dados coletados foram analisados a partir do referencial teórico adotado para atingir os objetivos específicos: identificação dos atores sociais, identificação dos interesses dos atores, análise das relações de conflito e cooperação entre os atores e análise da produção social gerada no jogo social Piso Regional 2020. Os atores sociais envolvidos foram identificados, as jogadas dos atores foram descritas e a conclusão menciona qual interesse prevaleceu.

The objective of this paper is to analyze the social process that resulted in the approval of the Regional Floor Law, focusing on the action of social actors who expressed their positions in relation to the Project. To carry out the analysis, the concepts of Carlos Matus about social actors, actors' interests, conflict and cooperation were used. The theoretical contribution made it possible to analysis the social production generated by the actors in the transformation of Bill 35/2020 into Law No. 15.561 of 2020. Data were collected by observation of two hearings on the subject and by information published on the actors' official websites and are presented chronologically, from the presentation of the Bill, in February 2020, to the sanction, in December 2020. The collected data were analyzed from the theoretical framework adopted to achieve the specific objectives: identification of social actors, identification of actors' interests, analysis of conflict relations and cooperation between actors and analysis of social production generated in the 2020 Regional Floor social game. The social actors involved were identified, the actors' moves were described and the conclusion mentions which interest prevailed.
