Orçamento rio-grandense durante os anos de 1893-1895 : a inclusão de créditos extraordinários por atos do governo do estado durante a revolução federalista

Abstract

A Revolução Federalista de 1893-1895 marcou a história do Rio Grande do Sul e do Brasil nos primeiros anos da república. O confronto civil, entre Republicanos da situação e Federalistas afastados do poder, durou quase três anos e deixou no estado gaúcho marcas de violência e também fortaleceu ainda mais o Partido Republicano Rio-Grandense, que estava no comando do estado desde o fim do império e então se manteve no poder por mais 35 anos após o fim do confronto. Este trabalho se propõe a analisar as medidas financeiras tomadas pelo presidente estadual Julio de Castilhos nos anos de combate, que coincidiram com seus anos de governo. O enfoque desta monografia está na comparação entre as despesas previstas nas leis orçamentárias para cada ano e os créditos adicionais criados por atos de governo no mesmo período, em especial os créditos extraordinários, passando esta pesquisa pela análise dos créditos adicionais por atos de governo com relação às orientações do Partido Republicano, à justificativa de manutenção da ordem pública, às manifestações da Assembleia dos Representantes e à possibilidade de interferência do Judiciário.

The Federalist Revolution of 1893-1895 marked the history of Rio Grande do Sul and Brazil in the early years of the republic. The civil confrontation, between acting Republicans and Federalists removed from power, lasted almost three years and left the state of Rio Grande do Sul with marks of violence and also strengthened the Republican Party, which had been in charge of the state since the end of the empire and then remained in power for another 35 years after the end of the clash. This paper proposes to analyze the financial measures taken by the state president Julio de Castilhos in the years of combat, which coincided with all his years of government. The focus of this monograph is on the comparison between the expenditures foreseen in the budget laws for each year and the additional credits created by acts of government in the same period, especially the extraordinary credits, passing This investigation by the analysis of the additional credits for acts of government with respect to the orientations of the Republican Party, the justification of maintenance of the public order, the manifestations of the Assembly of Representatives and the possibility of interference of the Judiciary.
