Geohistória do Arroio Dilúvio : uma análise sócioambiental

Abstract

Esse trabalho consiste em uma análise socioambiental de um dos principais cursos d’água da cidade de Porto Alegre, o arroio Dilúvio, abrangendo desde o período pré-colonial com suas condições originais até sua canalização/retificação. O objetivo principal desta pesquisa é o de analisar geo-historicamente, a partir de uma investigação aberta das interações entre sistemas sociais e naturais, as características originais e as transformações espaço-temporais do arroio Dilúvio. Buscamos compreender as formas de relacionamento homem/natureza, em particular com o arroio. Para consecução dos objetivos propostos priorizou a utilização do método da geo-história, que busca a análise, interpretação e a contextualização histórica e geográfica da área de estudo. Para operacionalizar este estudo foi realizada uma ampla revisão bibliográfica, a consulta em documentos e registros variados, alguns ainda pouco explorados que envolvam a área e o período de estudo. Priorizou-se a análise de diferentes funções dadas ao arroio ao longo do tempo, caracterizando este ambiente e suas populações, como as ideologias que vieram a interferir em seu contexto histórico. Como resultados buscando as origens da degradação do arroio Dilúvio chegamos a caracterizações importantes deste processo: 1º a desconsideração por parte dos “civilizadores” da cultura milenar autóctone e de suas relações com o meio natural; 2º a função militar inicial deste núcleo urbano que concentra as atividades produtivas nesta área restrita; 3º o processo de modernização urbana, saneador e higienista dos séculos XIX e XX onde o arroio está no centro destas políticas através de planos e propostas ligadas a canalização/retificação de seu curso, se livrando dos núcleos de pobreza de suas áreas de várzeas junto ao centro histórico; 4º das transformações do espaço urbano e industrial de Porto Alegre ligados a circulação e a valorização das áreas saneadas, da ligação do centro histórico com a zona sul/leste, resultando na construção de sua radial mais importante, a Avenida Ipiranga e 5º da ligação e ocupação da zona sul, dada pela alteração de seu curso e foz, pelos aterros que irão compor o bairro Praia de Belas.

This work consists of a socioenvironmental analysis of one of the main watercourses in the city of Porto Alegre, the Delúvio stream, ranging from the pre-colonial period with its original conditions to its channeling / rectification. The main objective of this research is to analyze geo-historically, from an open investigation of the interactions between social and natural systems, the original characteristics and the spatio-temporal transformations of the Flood stream. We seek to understand the forms of relationship man / nature, in particular with the stream. In order to achieve the proposed objectives, priority was given to the use of the geohistory method, which seeks the analysis, interpretation and historical and geographical contextualization of the study area. In order to operationalize this study, a broad bibliographic review was carried out, as well as the consultation of various documents and records, some still little explored involving the area and the period of study. Priority was given to the analysis of different functions given to the stream over time, characterizing this environment and its populations, as the ideologies that came to interfere in its historical context. As results seeking the origins of the deluge stream degradation we come to important characterizations of this process: 1st the disregard by the “civilizers” of the indigenous millenary culture and its relations with the natural environment; 2nd the initial military function of this urban nucleus that concentrates the productive activities in this restricted area; 3rd the process of urban modernization, sanitizer and hygienist of the nineteenth and twentieth centuries where the stream is at the center of these policies through plans and proposals linked to the channeling / rectification of its course, getting rid of the poverty cores of its floodplains areas next to historic center; 4th of the transformations of the urban and industrial space of Porto Alegre linked to the circulation and valorization of the sanitized areas, of the connection of the historic center with the south / east zone, resulting in the construction of its most important radial, Ipiranga Avenue and 5th of the connection and occupation of the south zone, given the alteration of its course and mouth, by the landfills that will compose the Praia de Belas neighborhood.
