Políticas públicas de saneamento básico : inserção e participação social

Abstract

O investimento em saneamento básico e saúde trazem ganhos significativos de bem-estar à população, ajudando a diminuir a pobreza e promovendo a cidadania. É o que busca o Plano Municipal de Saneamento Básico (PMSB), que é uma política pública exigida pelo governo federal, onde os municípios possuem um prazo para elaborar seu plano e executá-lo. Esse trabalho buscou investigar como a participação, inserção e mobilização social podem ser aplicadas na execução do PMSB. Este estudo possuiu em sua metodologia a natureza qualitativa bibliográfica, e a pesquisa se realizou por meio da leitura sistemática das diretrizes fornecidas pelo governo federal para elaboração do PMSB e comparou com a teoria especializada no tema utilizando livros, artigos, e fontes eletrônicas. Como exemplo, citam-se algumas ações realizadas pelo município de Novo Hamburgo/RS com o objetivo geral de promover a reflexão e a discussão frente ao desafio de se trabalhar com a inserção e participação social nas políticas públicas, em específico, de saneamento básico. Por fim, apresentam-se os resultados obtidos dessas ações, tais como a maior participação social no planejamento e execução da política pública.

Investment in basic sanitation and health brings significant gains in well-being to the population, helping to reduce poverty and promote citizenship. This is what the Municipal Sanitation Basic Plan (PMSB) seeks, which is a public policy required by the federal government, where municipalities have a deadline to elaborate their plan and execute it. This work sought to investigate how participation, insertion and social mobilization can be applied in the implementation of the PMSB. This study had the qualitative bibliographical nature in its methodology, and the research was carried out by means of the systematic reading of the guidelines provided by the federal government to elaborate the PMSB and compared with the theory specialized in the subject using books, articles, and electronic sources. As an example, there are some actions carried out by the municipality of Novo Hamburgo / RS with the general objective of promoting reflection and discussion in the face of the challenge of working with the insertion and social participation in public policies, specifically, basic sanitation. Finally, the results obtained from these actions are presented, such as the greater social participation in the planning and execution of public policy.
