Políticas econômicas e as estratégias desenvolvimentistas no Século XXI

Abstract

O trabalho aborda as orientações de políticas-meio (fiscal e cambial) e as características da política-fim (industrial) dentro das estratégias novo e social-desenvolvimentista, utilizando como referência a metodologia e os conceitos do estruturalismo cepalino clássico e as teorias pós-keynesiana e neoschumpeteriana dentro do arcabouço neoestruturalista. Ademais, também analisa as políticas econômicas e o regime de crescimento e distribuição de renda através de dados em painel de oito países latino-americanos. Os resultados apontam que o crescimento e a melhoria na distribuição de renda ao longo da década de 2000 no Brasil, assim como nos outros países latino-americanos, podem ser relacionados às variações nas orientações das políticas-meio e às características da política-fim. Tanto o debate teórico como os resultados empíricos apontam que uma estratégia de desenvolvimento balanceada necessita de alternância e equilíbrio entre as políticas pró-trabalho e pró-capital.

The paper addresses the policy orientations (fiscal and exchange rate) and the characteristics of industrial policy within the new and social-developmental strategies using as a reference the methodology and concepts of classical cepal structuralism and post-keynesian and neoschumpeterian theories within the neostructural framework. It also analyzes economic policies and the regime of income growth and distribution through panel data from eight Latin American countries. The results indicate that the growth and improvement in income distribution throughout the 2000s in Brazil, as in other Latin American countries, may be related to variations in the orientations of the macro policies and the characteristics industrial policy. Both the theoretical debate and the empirical results point out that a balanced development strategy needs alternation and balance between pro-labor and pro-capital policies.
