Diagnóstico da política de dados abertos do governo do estado do Rio Grande do Sul

Abstract

O presente trabalho apresenta um diagnóstico da Política de Dados Abertos do Poder Executivo do Estado do Rio Grande do Sul. No RS, a política de dados abertos vem sendo executada, através do Portal dados.rs.gov.br, e o estudo analisou a qualidade, os avanços e os pontos críticos desta. Para isto, foram calculados e analisados uma série de indicadores que formam o Índice de Abertura de Governos Eletrônicos – eGovOI. Os resultados obtidos demonstraram um avanço em termos gerais na política de Dados Abertos entre os anos de 2014 e 2019, apesar do retrocesso em alguns indicadores que o formam. Assim sendo, os resultados obtidos contribuem a necessária discussão e empoderamento, pela sociedade em geral, sobre o tema.

This paper presents a diagnosis of the Open data policy of the executive branch of the state of Rio Grande do Sul. In the RS, the Open data policy has been executed, through the Portal dados.rs.gov.br, and the study analyzed the quality, advances and critical points of this. For this, we calculated and analyzed a series of indicators that form the opening index of electronic governments – eGovOI. The results showed a general advancement in the Open data policy between the years 2014 and 2019, despite the setback in some indicators that form it. Thus, the results obtained contribute to the necessary discussion and empowerment, by society in general, on the theme.
