Da convergência à cooperação militar : Israel e África do sul durante o regime do apartheid (1948-1994)

Abstract

A cooperação militar entre Israel e a África do Sul durante o regime do Apartheid (1948-1994) consistiu em um intenso comércio de materiais bélicos e tecnologia militar. Desenvolvendo-se nas décadas de 1970 e 1980, esta cooperação representou uma alternativa aos dois países, isolados internacionalmente e inseridos em contextos regionais conflitivos. No entanto, para compreender esta cooperação é necessário analisar a interação de diferentes níveis que impactaram no comportamento externo destes Estados e resultaram na convergência de projetos políticos. Dessa forma, o problema de pesquisa adotado neste trabalho é: "Como a cooperação militar entre Israel e África do Sul durante o regime do Apartheid (1948-1990) pode ser compreendida nos níveis domésticos, regionais e internacionais?". O objetivo geral que guia este trabalho é: analisar as relações bilaterais entre Israel e África do Sul durante o regime do Apartheid (1948-1994) no sentido de verificar os níveis de identificação das políticas externas dos dois Estados a partir dos níveis domésticos, regionais e sistêmicos. Em termos específicos, almeja-se (1) analisar os condicionantes sistêmicos da Guerra Fria para emergência estratégica das regiões da África e do Oriente Médio durante este período, bem como analisar o papel dos Estados de Israel e África do Sul neste cenário; (2) compreender a política externa dos Estados de Israel e África do Sul durante o período da Guerra Fria considerando seus desafios domésticos e regionais e o histórico de suas relações diplomáticas e políticas; (3) analisar a cooperação militar entre Israel e a África do Sul, a partir da sua formação nas décadas de 1970 e 1980 e compreender seu declínio a partir do final dos anos 1980, assim como o impacto regional e internacional que esta desencadeou. Em relação à metodologia adotada para a realização deste estudo qualitativo, utiliza-se como método de procedimento um estudo de caso histórico e fontes bibliográficas como técnicas de pesquisa.

The military cooperation between Israel and South Africa during the Apartheid regime (1948-1994) consisted in an intense trade of military and technological materials. Being developed on the 1970’s and 1980’s, this cooperation meant an alternative to both countries, internationally isolated and inserted in conflituous regional contexts. However, in order to understand this cooperation it is necessary to analyze the interaction of different levels, which impacted on the external behavior of these States and that resulted in the convergence of political projects. In this sense, the research question the guides this work is: "how the military cooperation between Israel and South Africa during the Apartheid regime (1948-1990) can be understood at the domestic, regional and international levels?". The main goal of this research is to analyze the bilateral relations between Israel and South Africa during the Apartheid regime (1948-1994) in order to verify the levels of identification of their foreign policies considering the sistemic, regional and domestic levels. In other terms, it seeks to (1) analyze the sistemic conditions of the Cold War to the strategic emergence of the Africa and Middle East’s regions during this period, as well as to analyze the role of Israel and South Africa in this scenary; (2) to understand Israel’s and South Africa’s foreign policy during the Cold War period considering its domestic and regional challenges and the history of their diplomatic and political relations; (3) to analyze the military cooperation between those two countries, during the 1970’s and 1980’s and to comprehend its decline after the final years of 1980’s, as well as the regional and international impact that it caused. In relation to the methodology applied for this qualitative study, it is utilized as procedure method a historical case study and bibliographical resources as research techniques.
