A presente monografia abordará a instrumentalidade política do Direito Internacional dos Direitos Humanos nas Relações Internacionais. Assim, primeiramente, o trabalho trará noções conceituais do termo direitos humanos, bem como seu processo histórico de formalização e institucionalização. Em seguida, será desenvolvida uma noção crítica sobre a construção, a aplicabilidade e a universalidade dessas garantias no Sistema Internacional, manifestando a contribuição da política internacional para o estabelecimento desses elementos. This monograph work will address the political instrumentality of the International Human Rights Law in International Relations. Therefore, at first, the paper will present conceptual notions of the term human rights, as well as its historical process of formalization and institutionalization. Then, it will be developed a critical notion of the construction, applicability and universality of such guarantees in the International System, demonstrating the contribution of international policy for the establishment of these elements.
