Capital social, níveis de participação e os planos diretores participativos : processo de elaboração do PDP de Araucária - PR

Abstract

Esta dissertação teve como objetivo investigar as relações entre capital social, níveis participativos e a participação da população num Plano Diretor Municipal. Destaca-se que a partir do Estatuto da Cidade, Lei Federal 10.257/2001, a inclusão da população na elaboração de Planos Diretores Municipais passou a ser obrigatória para garantir a sua validade. Para estudo de caso, utilizou-se o processo de elaboração do Plano Diretor Participativo de Araucária, município da Região Metropolitana de Curitiba, leste do Paraná. Foi verificado o estoque de capital social existente no município antes da elaboração do Plano e qual o capital social produzido a partir da participação no Plano. Foram analisados os diferentes níveis de participação das instâncias participativas e dos participantes do Plano. A análise foi realizada com base em fonte documental (dados populacionais e sócio-econômicos) e dados de campo (entrevistas e questionários). A pesquisa revelou que há mais utilização de estoque do que produção de capital social e que a produção de capital social é tanto maior quanto maior for o seu estoque original. Os níveis participativos também variam em função do capital social pré-existente, ou seja, quanto maior o estoque de capital social, maior a sua produção e mais efetiva a participação. A pesquisa também mostrou que as diferentes instâncias participativas (audiências públicas, reuniões locais e regionais, Comissão de Acompanhamento, Conselho do Plano Diretor) permitem diferentes níveis de participação. A relação entre capital social e níveis participativos fica mais evidente quando se percebe que é mais comum que cheguem às instâncias de maior participação os participantes provenientes de um maior estoque de capital social.

This master thesis had as main objective to investigate the relations between social capital, participatory levels and participation of the population in a Municipal Master Plan. It is important to highlight that from the City Statute on, Federal Law 10.257/2001, it has become mandatory to include the population in the elaboration of Municipal Master Plans to ensure its validity. As case study, it was used the Araucaria’s Participatory Master Plan, a city in the Metropolitan Region of Curitiba, on the East of Paraná. Both the social capital stock, previous to the elaboration of the Plan, and the production, from the participation in the Plan, of were assessed. The different levels of participation have been analyzed for the participatory authority organisms and the participants of the Plan. The analysis was based on documental source (population and socio-economic) and field data (interviews and questionnaires). This research has revealed that there is larger usage of social capital stock than production of social capital and that the bigger the original stock is, the bigger the production. The participatory level vary according to the pre-existent social capital, therefore, the bigger the stock of social capital is, the bigger its production and the more effective the participation is. The research has also showed that different participatory authority organisms (public hearings, local and regional meetings, Monitoring Commission, Master Plan Council) allow different levels of participation. The relation between social capital and participatory levels becomes more evident once it is realized that it is more common to reach a higher level of participation if the participant already comes from a bigger social capital stock.
