Importantes reflexões surgem com o desenvolvimento de ações, comportamentos e programas que visam o melhoramento da Saúde Pública. Contudo os investimentos aplicados no setor da saúde percorrem importantes formas de serem identificados construindo assim mecanismos que tragam a real direção dos valores aplicados. Este estudo tem como objetivo apresentar a relevância Das ferramentas que são marcadores de investimentos aplicados na saúde, demonstrando que o papel o legislador, além de apontar regras e normas a serem cumpridas deve ser o de fiscalizar os objetivos constituídos para o bem maior da população que é a fiscalização dos investimentos aplicados na saúde. A ressalva desta pesquisa está em apontar particularmente os dados do Programa de Estrutura Física da Atenção Básica (REQUALIFICA UBS), onde este direciona fundos para a construção de Unidades de Saúde Básica, e que possui um criterioso registro dos investimentos aplicados e valores até o momento aplicado em todo o território nacional. Através de uma pesquisa exploratória se pode construir uma linha filosófica a qual demonstra a relevante participação do Poder Público, como também da sociedade na aquisição de um bem maior garantido até pela Constituição Federa: a saúde da população brasileira.
