Avaliação do SAEB-1997 : infra-estrutura e variáveis organizacionais

Abstract

A educação no Brasil tem se direcionado, nos últimos anos, a universalzação do ensino básico.Porém esta expansão quantitativa do sistema educacional não teve como contrapartida mudanças qualitativas. Neste contexto, surge a necessidade de avaliar a qualidade dos resultados da Educação Básica nacional. Para isso foi criado Sistema Nacional de Avaliação da Educação Básica (SAEB). Atualmente o SAEB procura avaliar o desempenho escolar dos alunos, a competência docente e características da gestão escolar através de uma amostra nacional de alunos, escolas, diretores e professores. Nesse sentido, o SAEB parte da hipótese de que o desempenho dos estudantes é a medida da qualidade do sistema escolar. Este trabalho identifica, dentro das variáveis pesquisadas pelo SAEB, aquelas que se relacionam com o desempenho dos estudantes. Tratando-se de uma pesquisa avaliativa, buscou-se identificar estatisticamente a relação de variáveis referentes a infra-estrutura das escolas e aos professores sobre o desempenho dos estudantes. Conclui-se que poucas das variáveis pesquisadas relacionam-se com o desempenho dos alunos. Na prática, o desempenho dos alunos é influenciado por outros fatores. Assim que o indicador de qualidade do ensino utilizado pelo SAEB, no que tange às características de infra-estrutura e variáveis organizacionais, é pouco eficaz para cumprir seus objetivos.

The education in Brazil goes, in the last years, to the universalization of the basic education. However this quantitative expansion of the educacional system did not have, as compensation, qualitativa changes. In this context, appears the necessity to evaluate the results of the national Basic Education. For this, has been created the Sistema Nacional de Avaliação da Educação Básica (SAEB). Today the SAEB seeks to evaluate the academic performance of the students, the competence of the teaching staff and characteristics of the school manegement through a national sample of students, schools, principais and teachers. In this sense, the SAEB starts of the hipothesis that the student's performance is a measure of the school system's quality. This work identifies, in the variables researched by SAEB, those which have a relationship with the sudents performance. Being a avaliative research, we search for statisticaly identifying the relationship between the scholl infraestructure and teacher's characteristcs and the student 's performance. The conclusion is that few of the researched variables have a relationship with the student 's performance. In practice, the student's performance is influenced by other factors. Therefore the quality indicator used by SAEB may be not the more effective to fulfil its objectives.
