O estudo da participação na interface dos atores na arena de construção do conhecimento agroecológico

Abstract

A presente tese analisa as interfaces ocorridas dentro da arena de construção do conhecimento agroecológico entre os atores agricultores e articuladores, utilizando o método participativo, na construção dos projetos individuais e sociais. O objetivo principal do estudo é a apreciação do processo de interface entre os atores, utilizando o método participativo. Esse objetivo é desmembrado através da delimitação da arena de construção do conhecimento agroecológico, do exame das modificações ocorridas com os atores dentro da arena, pelo uso do método participativo e a identificação e análise das dinâmicas dos projetos individuais, e dos projetos sociais. O espaço empírico escolhido foi o município de Dom Feliciano-RS, local caraterizado como hegemonizado pelo projeto social do tabaco, onde por mais de uma década está transcorrendo um processo de planejamento participativo e a construção de projetos sociais. O aporte teórico utilizado de forma transversal a totalidade da tese foi a Perspectiva Orientada pelo Ator que possui com autores expoentes Norman Long e Van der Ploeg. De forma complementar, foi utilizado o aporte dos estudos de recepção da comunicação como elementos para análise metodológica através da noção de mediação comunicacional desenvolvida por Martin Barbedo e Orozco. O método de pesquisa utilizado foi a análise do discurso a partir das entrevistas semiestruturadas com os agricultores e articuladores. No espaço empírico, em Dom Feliciano, foi constatada uma forte hegemonia do projeto social do tabaco tendendo a homogeneização dos projetos individuais dos agricultores. Porém, mesmo dentro desse ambiente, foi possível a visualização de elementos transicionais dentro dos projetos dos atores. Na arena de construção do conhecimento agroecológico, conformada a partir do processo de Planejamento Participativo Regional, os atores participaram buscando informações e experiência. Eles processaram esse conhecimento através da mediação comunicacional dentro da família, possibilitando a conformação de projetos individuais alternativos. Também dentro dessa arena, os atores sociais estão constituindo os projetos sociais de diversificação, substituição e pluriatividade, que apontam para a saída do projeto social do tabaco. Por outro lado, foram verificados a existência do projeto social de fortalecimento do projeto hegemônico e o projeto social de desarticulação que retira os atores da agricultura. A participação dos agricultores dentro do processo Planejamento Participativo Regional, utilizando o método participativo, foi identificado como o elemento chave que ampliou a possibilidade da formatação de projetos individuais e sociais de saída do tabaco e ampliação da autonomia dos agricultores.

This thesis examines the interfaces that occurred within the arena of building agroecological knowledge among stakeholders and farmers articulators using the participatory method in the construction of individual and social projects. The main objective of the study is to assess the process of interface between the actors using the participatory method. This goal is dismembered through the delimitation of the arena construction of agroecological knowledge, examining the changes occurring with the actors inside the arena by using the participatory method and the identification and analysis of the dynamics of individual projects and social projects. The empirical space chosen was the Dom Feliciano-RS, local featured as the hegemonic social project of tobacco, where for more than a decade is taking place a process of participatory planning and construction of social projects. The theoretical approach transversely the entire thesis was Oriented Perspective by Actor who owns exponents with authors Norman Long and Van der Ploeg. Was used in a complementary contribution of the receipt of communication studies as methodological elements for analysis through the notion of mediation communication developed by Martin Barbedo and Orozco. The research method used was to discourse analysis from semi-structured interviews with farmers and planners. In empirical space in Dom Feliciano, we observed a strong hegemony of the social project of tobacco tends to homogenize the individual projects of farmers. But even within that environment was possible to visualize transitional elements within projects of the actors. In the arena of building agroecological knowledge, resigned from the Regional Participatory Planning process, the actors involved seeking information and experience. They sued this knowledge through mediation communication within the family allowing the alternative conformation of individual projects. Also within this arena are social actors constituting the social projects of diversification, replacement and pluriactivity pointing to the exit of the social project of tobacco. On the other side were verified the existence of the social project of strengthening the hegemonic project and the design of social dislocation that takes actors of agriculture. The participation of farmers in the Regional Participatory Planning process, using the participatory method, has been identified as the key element which increased the possibility of formatting individual projects and social output of tobacco and increase the autonomy of farmers.
