Planos e projetos de expansão urbana industriais e operários em Porto Alegre (1935-1961)

Abstract

O presente trabalho enfoca os planos e projetos urbanos de caráter industrial e de habitação operária desenvolvidos entre 1935 e 1961 na Várzea do Gravataí e os projetos de loteamentos implantados junto a indústrias no mesmo período no Passo d’Areia e Passo da Mangueira na zona norte de Porto Alegre. O primeiro grupo se destacou pela projeção dos seus urbanistas autores e pelo referencial urbanístico de seus projetos apesar não obter o sucesso na sua realização. O segundo grupo – plenamente exitoso na sua implantação - apresenta-se como projetos que visavam o máximo aproveitamento do terreno, proximidade às fábricas, com pouco ou nenhum equipamento urbano. O objetivo principal concentra-se em esclarecer os motivos da não-realização do grupo de projetos da Várzea do Gravataí, ainda que se apresentasse como essencial para o desenvolvimento do setor no estado em um momento que núcleos industriais eram implementados no bojo das políticas industrializantes do governo federal. Contextualizam-se os projetos da Várzea não só junto ao quadro desses planos de núcleos industriais brasileiros, mas também junto ao processo de ocupação local dos loteamentos no Passo d’Areia e Passo da Mangueira que, em determinados casos, envolvia os mesmos incorporadores da Várzea. Assim, busca-se esclarecer as relações entre os grupos e o panorama político industrial do período, a fim verificar as razões de sucessos e insucessos.

This thesis focuses the plans and urban projects of industrial character and of working class dwelling developed between the years of 1935 and 1961 in the Gravataí Wetlands and the projects of “city lots” to be implemented along industries in the same period in the Passo d’Areia and Passo da Mangueira areas in the northern Porto Alegre. The first group stood out for the “projection” of its urban planners and the urban references of their projects, though not obtaining success in their realization. The second group’s projects, however, were fully implemented, and they’re characterized by the concern of fully occupying the lands, by being near the factories and with few – or none – urban facilities within. The main objective is to clarify the reasons for the non-fulfillment of the projects from the first group for the Gravataí Wetlands, even though they would have been essential for the industrial development of the state in a time when industrial nuclei were being built from governmental industrial subsidy in the center of the country. The Wetlands projects are within the context not only of these plans for new Brazilian industrial nuclei, but also of the process of local occupation of the lots at Passo d’Areia and Passo da Mangueira which, in certain cases, involved the same developer as that form the Wetlands enterprise. Therefore it is sought to clarify the relations between these groups and the political-industrial panorama of the state, in order to verify the reasons for success and failures.
