O pregão eletrônico é a modalidade de licitação, do tipo menor preço, que confere celeridade e economia ao processo licitatório para a aquisição de bens e serviços comuns pela Administração Pública. Um Setor de Compras pertencente a uma empresa de transporte metroviário de Porto Alegre, gerida com recursos públicos, apresentou um cenário recente de pregões eletrônicos cancelados, anulados e revogados, o que pode indicar um baixo nível de eficiência dos seus processos licitatórios, além de resultar em perdas para a empresa. Logo, este trabalho propõe uma avaliação do sistema de gestão de pregões eletrônicos do Setor de Compras da empresa, realizado por meio de um estudo dos processos que compreendem a fase de preparação (planejamento) dos pregões eletrônicos. Para tanto, foi observada a aderência de tais processos às práticas de gerenciamento de projetos recomendadas pelo Project Management Institute (PMI), apresentando uma série de quadros comparativos que permitem avaliar se o sistema de gestão de pregões eletrônicos do setor é eficiente.
