Lugares de história : a preservação patrimonial na cidade de Porto Alegre (1960-1979)

Abstract

O trabalho trata da seleção e classificação do patrimônio histórico e cultural na cidade de Porto Alegre, entre as décadas de sessenta e oitenta. Em princípio, o objetivo foi situar o problema da preservação patrimonial como um objeto de estudo da História, buscando instrumentação conceitual que sustentasse a abordagem. Ao analisar a estratégia de preservação empreendida no período foi possível localizar quais os elementos do passado que foram selecionados e então consagrados como lugares dedicados e representativos da história local. Para tanto foi feita uma reconstrução de como surgiu este problema no Brasil e no Rio Grande do Sul, para posteriormente observar o objeto fundamental deste trabalho, que é a cidade de Porto Alegre. A forma utilizada para alcançar esta problemática foi a análise das fontes oficiais, que são a legislação específica implementada no período, os relatórios de comissões e as discussões realizadas na Câmara Municipal. Para compor este exame, foram utilizados também artigos publicados em periódicos da cidade naquele contexto, de autoria de intelectuais que militavam pela preservação do patrimônio municipal. Através desta análise pretendeu-se identificar qual a faceta da História que foi classificada, pelo poder oficial e pelos intelectuais, como sendo a história da cidade e como se deu a transposição do problema dos patrimônios, de uma bandeira dos conservacionistas a urna prática consolidada e regulamentada.

This work is about the process of selection and classification of the historical patrimony in the city ofPorto Alegre from 1960 to 1980. Firstly, its objective was to place the issue ofthe patrimonial preservation as an object of historical study, searching for conceptual tools capable of sustaining the theoretical approach here proposed. By examining the strategy of preservation used in that period, it was possible to point out which historical elements were chosen and then consecrated as representative places of local history. Thus, as a first step, the conditions of emergence of this issue in Brazil and Rio Grande do Sul were historically rebuilt, before focusing on the primordial object of this work, which is the city of Porto Alegre. In order to achieve these aims, the methodological procedure was based on the analysis of the official sources, which were the specific legislation concerning the period, the reports of conunissions and the debates of the Town-Council. In addition to the official sources, local newspaper articles, written by intellectuals engaged in the preservation of the local patrimony, were also used as sources of information. The above mentioned analysis intended to identify which facet of History was classified by the government and by the intellectuals as the offi.cial history ofthe city. At the same time, it elucidates how this process of transposition of the "patrimony issue" from a distinctive sign of the conservationists to a consolidated and regulated practice carne about.
