"Duas mãos e o sentimento do mundo" : a trajetória política de Miguel Arraes e a redemocratização no Brasil (1979-1986)

Abstract

O presente trabalho de tese buscou produzir uma trajetória política de Miguel Arraes de Alencar, entre os anos de 1979 e 1986. Advogado, Arraes foi secretário de estado, deputado estadual, prefeito do Recife e governador do Estado de Pernambuco até 1964, quando foi cassado e preso pela ditadura civil-militar instaurada naquele ano. Em 1965 passou a viver o exílio na Argélia, onde permaneceu por 14 anos. Retornou do desterro com a sanção da Lei da Anistia em 1979 e se inseriu novamente na política partidária brasileira. Se filiou ao PMDB e conquistou uma vaga na Câmara Federal no ano de 1982. Costurou alianças e criou possibilidades para disputar o executivo estadual, sendo eleito para seu segundo mandato ao Governo do Estado de Pernambuco em 1986. Miguel Arraes soube se reinventar no momento em que o país atravessava a redemocratização, utilizou da memória das injustiças vivenciadas nos anos de chumbo para se projetar novamente na política do estado. A efervescência de seu retorno ao país, as eleições de 1982 e 1985, abordadas nesta tese, foram fundamentais para a sua ascensão e retorno ao Palácio do Campo das Princesas no ano seguinte.

This thesis work sought to produce a political trajectory of Miguel Arraes de Alencar, between the years 1979 and 1986. A lawyer, Arraes was secretary of state, state deputy, mayor of Recife and governor of the State of Pernambuco until 1964, when he was impeached and arrested by the civil-military dictatorship established that year. In 1965 he began living in exile in Algeria, where he remained for 14 years. He returned from exile with the decree of Amnesty in 1979 and entered Brazilian party politics once again. He joined the PMDB and won a seat in the Federal Chamber in 1982. He forged alliances and created possibilities to run for the state executive, being elected for his second term for the Government of the State of Pernambuco in 1986. Miguel Arraes knew how to reinvent himself at the time when the country was going through redemocratization, it used the memory of the injustices experienced in the leaden years to project itself once again into state politics. The effervescence of his return to the country, the elections of 1982 and 1985, covered in this thesis, were fundamental for his rise and return to Palácio do Campo das Princesas the following year.
