Centros de educação e promoção popular, classes populares e hegemonia : a trajetoria do camp

Abstract

O presente estudo busca investigar a problemática dos Centros de Educação e Promoção Popular - CEPP, a partir da análise de um caso particular - o do CAMP - Centro de Assessoria Multiprofissional, sediado em Porto Alegre/RS, no período entre janeiro de 1987 a agosto de 1989. Os CEPP são organizaç5es não governamentais, sem fins lucrativos, com expressão significativa a nível internacional, especialmente na América Latina. No Brasil são bem mais de mil, trabalhando junto aos setores populares em apoio a sua luta pela sobrevivéncia e ao seu processo de educação e emancipação política. Os CEPP emergiram no pais no final da década de 50, vindo a ganhar presença relevante na sociedade civil brasileira a partir dos anos 70, no bojo do processo de re-surgimento dos movimentos sociais populares. A abordagem do tema em questão se orienta pela ótica da mudança social, considerando-se as classes populares seus protagonistas principais. Neste sentido, toda a reflexão é construída tendo como eixo estruturador o conceito gramsciano de hegemonia. A proposta do estudo é sistematizar um conjunto de variáveis que possam permitir a análise dos Centros de Educação e Promoção Popular a partir da teoria da hegemonia organizadas logicamente no "Quadro de indicadores de Hegemonia dos EPP". Sob a orientação deste "Quadro" fez-se, então, a análise do caso concreto considerado - o do CAMP. Para a análise do CAMP considerou-se tanto os elementos empíricos advindos de sua trajetória institucional geral, como aqueles colhidos da investigação em profundidade de uma de suas experiências particulares de trabalho - a ação junto ao grupo sindical Pró-CUT de Campo Bom/RS. A investigação do CAMP e de sua ação politico-educativa junto ao Grupo Pró-CUT revelou que o CAMP é um Centro de Educação e Promoção Popular com atuação significativa no sul do Brasil e que desenvolve atividades que, efetivamente, são funcionais à construção da hegemonia popular. Não obstante, estudo permitiu, também, visualizar em que e de que forma a ação da entidade deixa a desejar, enquanto ação pró-hegemonia popular, conforme os critérios aqui considerados. Por fim, pôde-se, a partir da aplicação do "Quadro de Indicadores de Hegemonia dos EPP" ao caso do CAMP, afirmar sua validade teórica e metodológica, bem como detectar seus limites.

The present dissertation has the objective of investigate the Popular Education and Promotion Centers - PEPC, through the analysis of one particular case - the CAMP - Centro de Assessoria Multiprofissional, seated in Porto Alegre/RS, in the period between January of 1987 and August of 1989. The PEPC are non-governmental organizations without lucrative goals and with a significant expression at the international level, specialy in Latin America. In the case of Brazil, they are more than one thousand, working with the popular sectors in their fight to survive and in their process of education and political emancipation. The PEPC have arised in the country at he final of the 50's, earning a relevant function in the brazilian civil society since the 70's, within the popular social movements resurgence. The theoretical approach of the theme is oriented by the social change point of view, being the popular classes its principal actors. In this sense, all the reflection is constructed based in the Gramsci's concept of hegemony. The proposal of the study is to systemize a group of variables, logically organized in the "PEPC Hegemony Indicators Table", that can allow the analysis of the Popular Education and Promotion Centers through the hegemony theory. Under the orientation of this "Table" was done the analysis of the considered concret case - the CAMP. To the analysis of CAMP we considered the empiric elements, either of the general institucional trajectory than the case of the deepen analysis of one of your working experiences - the action with the Pró-CUT Group of Campo Bom/RS. The investigation of the CAMP and of its educative and political action related with the Pró-CUT Group could reveal that the CAMP is one Popular Education and Promotion Center with a significant action in southern Brazil and develops activities that really contribute with the popular hegemony. Nevertheless, the study allowed also to visualize in what and how the action of the entity was not good for the popular hegemony, according to the considered criterions. Finally, we could, through the applying of the "PEPC Hegemony Indicators Table" to the case of the CAMP, to affirm its theoretical and methodological validity, and to detect its limits.
