Entre uma crise e outra : a contra-democracia

Abstract

O artigo sugere que a obra La contre-démocratie, de Pierre Rosanvallon, oferece-nos um interessante conjunto de ferramentas conceituais para pensar a transição entre dois registros ou diferentes interpretações a respeito de estágios distintos das crises das democracias contemporâneas. O primeiro, ao final dos anos 1990, está associado ao horizonte da democratização da democracia. O segundo, nos anos 2010, está vinculado à perspectiva da desconsolidação democrática. No primeiro, a vitalidade das modalidades contra-democráticas (vigilância, impedimento e julgamento), ao organizarem a desconfiança no corpo social, ajudariam a energizar e promover a confiança nas instituições da democracia eleitoral-representativa. No segundo, a hipertrofia das mesmas modalidades promove o impolítico, cuja consequência é a “vampirização total da atividade política pela contra a democracia”. O populismo será uma das expressões dessa patologia da contra-democracia.

The article suggests that Pierre Rosanvallon’s work La contre-démocratieoffers us an interesting set of conceptual tools to analyze the transition between two different approaches or interpretations regarding distinct stages of the crises of contemporary democracies. The first one is the late 1990s and it’s associated with the horizon of the “democratization of democracy”. The second is from the 2010s and it’s linked to the democratic deconsolidation. In the first, the vitality of counter-democratic modalities (surveillance, impeachment and judgment), by organizing distrust in the social body, would help to energize and promote trust in the institutions of electoral-representative democracy. In the second, the hypertrophy of these same modalities promotes the impolitic, the consequence of which is the “total vampirization of political activity by counter-democracy”. Populism will be one of the expressions of this pathology of counter-democracy.
