Responsabilidade pública para com as políticas públicas de educação : algumas reflexões

Abstract

O objetivo é discutir responsabilidades do Estado para com a garantia dos direitos à educação na sociedade brasileira, compreendendo que as políticas públicas de educação constituem quadros gerais e normativos de ação para dar conta da dimensão coletiva desses direitos de cidadania. Algumas noções ligadas à delimitação de políticas públicas (policies) como objeto de estudo são sinteticamente tratadas na primeira seção, com o intuito de esboçar uma visão não essencialista das políticas públicas. Em outro segmento, o tema desenvolvido é o das desigualdades sociais e educacionais, abrangendo dados que ilustram contextos da sociedade brasileira e teorizações sobre princípios de justiça na educação e na responsabilidade estatal com as políticas sociais. Na conclusão, é sublinhada a coexistência e disputa de diferentes referenciais para as políticas públicas educacionais.

The objective is to discuss the responsibilities of the state on the guarantee of the rights to education in the Brazilian society, understanding that the public policies of education constitute general and normative frameworks of action to embrace the collective dimension of these citizenship rights. Some notions connected to the delimitation of public policies as an object of study are briefly addressed in the first section, with the intent of sketching a non-essentialist view of public policies. In another section the theme developed is the social and educational inequalities, including data that illustrate contexts of the Brazilian society, as well as theorizations on principles of justice in education and state responsibility regarding social policies. At the conclusion, it is highlighted the coexistence and dispute of different benchmarks for educational public policies.
