Uma análise de discurso contrastiva entre as narrativas presidenciais de Ronald Reagan e Donald Trump sobre a identidade nacional estadunidense

Abstract

Após a eleição de Donald Trump muito se especulou na área de Relações Internacionais se este advento representou uma ruptura com a tradição de política externa dos Estados Unidos. É geralmente reconhecido que muito desta tradição, especificamente para o discurso ideológico do Partido Republicano, foi moldado a partir das bases discursivas estabelecidas na administração de Ronald Reagan. A partir de uma análise de discurso entre a narrativa sobre identidade nacional reproduzida por estes dois ex-presidentes, o objetivo geral desta dissertação é avaliar em quais aspectos Trump apresentou desvios e continuidades no discurso ideológico da política externa do país. A partir das compreensões de Campbell (1998) e Hansen (2006) sobre a função da reprodução discursiva de identidade nacional como uma prática de política externa, a pesquisa adota uma abordagem pós-estruturalista para alcançar seu objetivo teórico. Aliado às contribuições de Pêcheux (1990; 1997a) e Hall (2003), sobre a relação entre ideologia e discurso, a pesquisa contrasta o conteúdo discursivo dos pronunciamentos Sobre o Estado da União dos referidos presidentes, através de três eixos conceituais formativos da identidade nacional. Estes servirão como parâmetros para a análise de discurso: a excepcionalidade estadunidense; o papel dos Estados Unidos na Ordem Internacional Liberal; o medo da ameaça externa. A metodologia aplicada para alcançar este fim segue a Abordagem das Práticas Discursivas desenvolvida por Doty (1993), combinada às técnicas da Análise Documental, para a formação de um corpus discursivo representativo destes pronunciamentos. Entendendo que a abordagem pós-estruturalista sobre o discurso ideológico trumpista pode fortalecer os estudos sobre a política externa estadunidense, a pesquisa visa contribuir com os debates atuais na área de Análise de Política Externa sobre o papel dos Estados Unidos nas percebidas instabilidades da Ordem Internacional Liberal.

After Donald Trump’s election, there was much speculation in the field of International Relations about whether this represented a rupture within the tradition of American foreign policy. It is generally acknowledged that much of this tradition, specifically in the ideological discourse of the Republican Party, was shaped by the discursive foundations established during the Ronald Reagan administration. Based on a discourse analysis about the narrative on national identity reproduced by these two former presidents, the general objective of this dissertation is to evaluate in which aspects Trump presented deviations and continuities in the ideological discourse of the country's foreign policy. Drawing on Campbell's (1998) and Hansen's (2006) understandings of the role of discursive reproduction of national identity as a foreign policy practice, this research adopts a post-structuralist approach to achieve its theoretical objective. In line with the contributions of Pêcheux (1990; 1997a) and Hall (2003), on the relationship between ideology and discourse, this research contrasts the discursive content of the State of the Union addresses of the aforementioned presidents, through three formative conceptual axes of the American national identity. These will serve as parameters for the said discourse analysis: American exceptionalism; the role of the United States in the Liberal International Order; and the fear of external threats. The methodology applied to achieve this goal follows the Discursive Practices Approach developed by Doty (1993), combined with Document Analysis techniques, to form a discursive corpus representative of these addresses. Understanding that a post-structuralist approach to Donald Trump's ideological discourse can strengthen studies on U.S. foreign policy, this research aims to contribute to the current debates in the field of Foreign Policy Analysis regarding the role of the United States in the perceived instabilities of the Liberal International Order.
