A matriz nacional de competências do diretor escolar materializada em políticas locais : uma discussão a partir da Lei 12.659/2020, de Porto Alegre

Abstract

O artigo tem como objetivo analisar a base epistemológica da Matriz Nacional de Competências do Diretor Escolar, relacionando-a com a Lei 12.659/2020, que dispõe sobre a gestão das escolas municipais de Porto Alegre/RS. Promove ainda uma interação com as discussões que vem sendo feitas em torno da Matriz, buscando posicionar-se em relação às suas polêmicas, resgatando conceitos importantes, especialmente o de gerencialismo que, no bojo da discussão, vem passando por um processo de “ressignificação”; a partir do qual pretende-se que ele seja entendido como uma característica desejável a uma diretora, e não como o modo de gestão escolar correspondente às políticas neoliberais para a educação. Com base na análise do documento, bem como de outros estudos produzidos sobre ele, o trabalho demonstra as articulações entre a MNCDE, organismos internacionais, e grandes bancos privados, reconhecendo o seu caráter neoliberal e gerencialista, cujo eixo consiste na concentração de responsabilidades nas mãos das diretoras escolares, com a sua consequente responsabilização pelo sucesso ou pelo fracasso das alunas e dos alunos.

The article aims to analyze the epistemological basis of the National School Director Competency Matrix, relating it to law 12,659/2020, which provides for the management of municipal schools in Porto Alegre/RS. It also promotes interaction with the discussions that have been taking place around the Matrix, seeking to position itself in relation to its controversies, rescuing important concepts, especially that of managerialism which, in the midst of the discussion, has been going through a process of “resignification” from which it is intended that it be understood as a desirable characteristic for a principal, and not as the mode of school management corresponding to neoliberal policies for education. Based on the analysis of the document, as well as other studies produced on it, the work demonstrates the articulations between the MNCDE, international organizations, and large private banks, recognizing its neoliberal and managerialist character, whose axis consists of the concentration of responsibilities in the hands of school directors, with their consequent responsibility for the success or failure of students.
