A dimensão política do trabalho de assistentes sociais : um estudo a partir da apreensão de profissionais da área

Abstract

Esta dissertação analisa a dimensão política do trabalho de assistentes sociais e seus rebatimentos no enfrentamento às refrações da questão social, a fim de colaborar com o fortalecimento da direção social da profissão. Em tempos de intensa regressão de direitos e de ameaças ao projeto ético-político, a dimensão política precisa permanecer como uma das pautas prioritárias do Serviço Social. A presente investigação se caracteriza como quanti-qualitativa e descritiva-exploratória, aportada no método dialético-crítico. Este estudo articula pesquisa bibliográfica e empírica. A pesquisa bibliográfica ocorreu por meio de análise em artigos científicos publicados nas revistas Temporalis e Serviço Social entre 2010 e 2021, totalizando 699 artigos. Os resultados indicam reduzidas produções na área nos últimos anos, dentre os quais, apenas 3 conjugavam as categorias principais: questão social e trabalho de assistente social, articulado com a dimensão política. Esse achado reitera a relevância científica e social do presente estudo. Nas bibliografias analisadas, há 4 grandes tendências de debates para a categoria trabalho de assistentes sociais: função social e os fundamentos do trabalho de assistentes sociais; mediação, como categoria do método em Marx e Instrumentalidade do Serviço Social; desafios e dificuldades no trabalho de assistentes sociais e dimensões e expressões das competências e atribuições profissionais no trabalho de assistentes sociais e sua relação com o cotidiano. Com 3 tendências na categoria dimensão política: o projeto ético-político (sujeitos de construção, arcabouço legal, direcionamento político hegemônico); fatores que desafiam o Serviço Social para a efetivação do trabalho profissional e a possibilidade de materialização do Projeto Ético-Político, com a discussão sobre a conjuntura política pós-golpe de 2016 e as implicações para o projeto ético e político do Serviço Social e componentes imprescindíveis à materialização das competências, desde a formação ao trabalho profissional, na busca pelos resultados idealizados no projeto ético e político (a direção política na formação e trabalho profissional) e o necessário aporte da educação permanente. Para a categoria questão encontrou-se 2 tendências: O Estado e a realidade brasileira nas manifestações da questão social: as respostas do Estado e do Serviço Social, a herança conservadora nas respostas às expressões da questão social e O capital e o mundo do trabalho: o agravamento da questão social. A pesquisa empírica teve recorte geográfico de assistentes sociais do Vale do Rio Pardo/RS. Além disso, utiliza-se questionário online e, posterior, entrevista presencial, contabilizando a participação de 16 assistentes sociais deste território. O perfil dos/das participantes reitera resultados de pesquisas já realizadas, evidenciando a maioria do sexo feminino, exercendo o trabalho profissional na área da Assistência Social, com vínculo estatutário. O estudo revela a existência de uma cisão entre o que as produções evidenciam como dimensão política do trabalho profissional e como os profissionais a compreendem. Neste sentido, infere-se um possível afastamento do referencial marxista, que direciona a profissão nos processos de mediação necessários para realizar a leitura crítica do sistema capitalista e as refrações da questão social manifestas na vida da classe trabalhadora. Destaca-se a presença de uma redução da dimensão política do trabalho profissional ao partido político e uma fragilização da compreensão do Projeto Ético-Político, o que indica a necessidade de novos estudos e fomento do debate junto à categoria profissional.

This dissertation analyzes the political dimension of the work of social workers and its repercussions in facing the refractions of the social question, in order to collaborate with the strengthening of the social direction of the profession. In times of intense regression of rights and threats to the ethical-political project, the political dimension needs to remain one of the priority agendas of Social Work. The present investigation is characterized as quantitative-qualitative and descriptive-exploratory, based on the dialectical-critical method. This study merged bibliographical and empirical research. The bibliographical research took place through analysis of scientific articles published in Temporalis and Social Service magazines between 2010 and 2021, totaling 699 articles. The results indicate reduced production in the area in recent years, among which, only 3 combined the main categories: social issue and social worker work, articulated with the political dimension. In the analyzed bibliographies, there are 4 main tendencies of debates for the category of work of social workers: social function and the foundations of the work of social workers; mediation, as a method category in Marx and Instrumentality of Social Work; challenges and difficulties in the work of social workers and dimensions and expressions of skills and professional attributions in the work of social workers and their relationship with everyday life. With 3 trends in the political dimension category: the ethical-political project (subjects of construction, legal framework, hegemonic political direction); factors that challenge Social Work to carry out professional work and the possibility of materializing the Ethical-Political Project, with the discussion on the political situation after the 2016 coup and the implications for the ethical and political project of Social Work and essential components to the materialization of competences, from training to professional work, in the search for idealized results in the ethical and political project (the political direction in training and professional work) and the necessary contribution of permanent education. For the question category, 2 trends were found: The State and the Brazilian reality in the manifestations of the social question: the responses of the State and Social Service, the conservative heritage in the responses to the expressions of the social question and Capital and the world of work: the aggravation of the social question. The empirical research had a geographic focus on social workers from Vale do Rio Pardo/RS. In addition, an online questionnaire is used and, subsequently, a face-to-face interview, with the participation of 16 social workers from this territory. The profile of the participants combines with research already carried out, showing that the majority are female, exercising professional work in the area of Social Assistance, with a statutory bond. The study reveals the existence of a rift between what the productions show as a political dimension of professional work and how professionals understand it. In this sense, a possible departure from the Marxist framework is inferred, which directs the profession in the mediation processes necessary to carry out a critical reading of the capitalist system and the refractions of the social question manifest in the life of the working class. The presence of a reduction of the political dimension of professional work to the political party stands out, which indicates the need for further studies and promotion of debate within the professional category.
