O instrumento do inventário na gestão do patrimônio cultural material do estado do Rio Grande do Sul : conhecimento ou proteção?

Abstract

Esta pesquisa busca conhecer, por meio de análise bibliográfica e de pesquisa nos arquivos das instituições de proteção do patrimônio cultural em nível federal e estadual, o percurso de desenvolvimento e evolução, no âmbito internacional, nacional e regional, no que diz respeito ao território do Estado do Rio Grande do Sul, do instrumento do inventário dentro da gestão de conhecimento, proteção e valorização do patrimônio cultural material imóvel, desde sua criação até a sua atual aplicação. Ao mesmo tempo, este trabalho também propõe a reflexão sobre os efeitos e restrições da aplicação do instrumento do inventário na proteção do patrimônio, buscando as bases legais federais, estaduais e municipais que justificam o seu efeito protetivo, assim como buscando alternativas concretas para o seu aprimoramento e afirmação como instrumento de gestão e proteção do patrimônio cultural material imóvel do Estado do Rio Grande do Sul.

This research seeks to understand, through bibliographical analysis and research in the archives of institutions for the protection of cultural heritage at federal and state level, the path of development and evolution, at the international, national and regional level, with regard to the territory of the State of Rio Grande do Sul, of the inventory instrument within the management of knowledge, protection and valorization of immovable material cultural heritage, from its creation to its current application. At the same time, this work also proposes a discussion on the effects and restrictions of the application of the inventory instrument in the protection of heritage, seeking the federal, state and municipal legal bases that justify its protective effect, as well as seeking concrete alternatives for its improvement and affirmation as an instrument for managing and protecting the immovable material cultural heritage of the State of Rio Grande do Sul.
