Desafios democráticos na Guiné-Bissau : um estudo sobre as produções bibliográficas desde a perspectiva da cultura política

Abstract

O processo de democratização da República da Guiné-Bissau teve o seu início nos anos de 1990, com maior impacto em 1994, data de realização das primeiras eleições multipartidárias. Até 2023, a Guiné-Bissau vivenciou um período de 29 anos de profunda fragilidade democrática, caraterizada por golpes de estados, conflitos políticos-militares (guerra civil), constantes derrubes e mudanças de governos, assassinatos do Presidente da República, assassinatos de várias líderes militares e demais violências políticas. O conjunto dessas truculências minou o regular funcionamento das instituições do Estado, pondo em causa o regular funcionamento do regime democrático na Guiné-Bissau. Estes fatores fizeram da Guiné-Bissau um campo muito fértil para pesquisadores das temáticas relacionadas a instabilidade do regime democrático. Esta dissertação tem como objetivo entender as principais linhas de abordagens e das conclusões contidas em quarenta (40) textos científicos sobre a democracia na Guiné-Bissau, escritos por trinta (30) autores de diferentes formações acadêmicas e de diferentes nacionalidades. Considerando a natureza da temática e o objetivo da pesquisa foi empregada a metodologia qualitativa caraterizada fundamentalmente pela revisão bibliográfica amparada, em partes, pelo método quantitativo. O resultado de análise realça a relevância das referências revisadas para a compreensão da cultura política na Guiné Bissau, reconhecendo que a debilidade da democracia na Guiné-Bissau é influenciada por vários fatores tais como: a sobrevivência dos rastros do autoritarismo colonial nas estruturas do Estado guineense, impacto das intervenções militares nos assuntos políticos, as disputas entre grupos étnicos, a influência dos partidos políticos sobre as instituições e os problemas inerentes ao contexto da implementação do liberalismo político na Guiné-Bissau. E, por outro lado, o trabalho ratificou a contribuição do Sistema do Ensino brasileiro e da Ciência Política brasileira na produção do conhecimento em relação aos problemas da democracia na Guiné-Bissau.

The process of democratization in the Republic of Guinea-Bissau began in the 1990s, with the greatest impact in 1994, when the first multi-party elections were held. Until 2023, Guinea Bissau experienced a period of 29 years of profound democratic fragility, characterized by coups d'état, political-military conflicts (civil war), constant overthrows and changes of governments, assassinations of the President of the Republic, assassinations of several leaders military and other political violence. The set of these truculence undermined the regular functioning of State institutions, jeopardizing the regular functioning of the democratic regime in Guinea-Bissau. These factors made Guinea-Bissau a very fertile field for researchers on topics related to the instability of the democratic regime. This dissertation aims to understand the main approaches and conclusions contained in forty (40) scientific texts on democracy in Guinea-Bissau, written by thirty (30) authors from different academic backgrounds and different nationalities. Considering the nature of the theme and the objective of the research, a qualitative methodology was used, fundamentally characterized by the bibliographical review supported, in parts, by the quantitative method. The result of the analysis highlights the relevance of the revised references for understanding the political culture in Guinea-Bissau, recognizing that the weakness of democracy in Guinea-Bissau is influenced by several factors such as: the survival of traces of colonial authoritarianism in State structures of Guinea-Bissau, the impact of military interventions on political affairs, disputes between ethnic groups, the influence of political parties on institutions and the problems inherent in the context of the implementation of political liberalism in Guinea-Bissau. And, on the other hand, the work ratified the contribution of the Brazilian Education System and Brazilian Political Science in the production of knowledge in relation to the problems of democracy in Guinea-Bissau.
