Formulação de estratégias emergentes em tempos de incerteza : análise do planejamento estratégico e aprendizado coletivo no Instituto Federal do Paraná

Abstract

chamado Plano de Desenvolvimento Institucional (PDI) é o principal instrumento norteador de planejamento e gestão obrigatório para qualquer instituição que ofereça ensino superior e que tem como objetivo de dar suporte à gestão no planejamento a médio e longo prazo. O Planejamento Estratégico (PE) é parte essencial do PDI e deve trilhar o caminho da organização em diferentes frentes. O documento que possibilita identificar se o planejamento foi cumprido é tradicionalmente chamado de Relatório de Gestão. Esse trabalho tem o objetivo de estudar e analisar o PE presente no PDI (2019-2023) do Instituto Federal do Paraná (IFPR) e investigar a presença de estratégias com características deliberadas em reposta a ameaças externas onde a instituição tem pouco ou nenhum controle. Através dos relatórios de gestão, o objetivo é observar estratégias com características emergentes empregadas em resposta às ameaças externas detectadas. É importante destacar que no período do desenvolvimento do atual trabalho a principal ameaça externa é a pandemia mundial da Covid-19. A metodologia empregada para o desenvolvimento do trabalho tem caráter qualitativo e se vale da análise documental do Planejamento Estratégico presente no PDI e dos Relatórios de Gestão do IFPR. O trabalho apresenta como resultado a falta de evidências de planejamento com características deliberadas em resposta a ameaças externas onde a instituição tem pouco ou nenhum controle. Por outro lado, foi identificada uma quantidade significava de intervenções com aspectos emergentes através de um aprendizado coletivo onde tais ações poderão, após um período de aprendizado organizacional, tornar-se estratégias deliberadas.

The so-called Institutional Development Plan (PDI) is the main guiding instrument for planning and mandatory management for any institution that offers higher education and whose objective is to support management in medium and long-term planning. The Strategic Planning (PE) is an essential part of the PDI and must follow the path of the organization on different fronts. The document that makes it possible to identify whether the planning has been fulfilled is traditionally called the Management Report. This work aims to study and analyze the NP present in the PDI (2019-2023) of the Federal Institute of Paraná (IFPR) and to investigate the presence of deliberate strategies in response to external threats over which the institution has little or no control. Through management reports, the objective is to observe emerging actions taken in response to detected external threats. It is important to note that during the period of development of the current work, the main external threat is the global pandemic of Covid-19. The methodology used for the development of the work has a qualitative character and uses the documental analysis of the Strategic Planning present in the PDI and the IFPR Management Reports. The work presents as a result the lack of evidence of deliberate planning in response to external threats where the institution has little or no control. On the other hand, a significant number of emerging interventions were identified through collective learning where such actions could, after a period of organizational learning, become deliberate strategies.
