Diagnóstico sócio histórico na avaliação da drenagem urbana e sua governança no 4° distrito de Porto Alegre/RS

Abstract

Com o histórico da urbanização, pode-se entender melhor a migração da população para o 4° Distrito resultando na marginalização dos bairros mais a norte e noroeste. Enquanto a população do 4° Distrito interage com a falta de planejamento inclusivo da prefeitura de Porto Alegre, a mesma se reorganiza, marginalizando cada vez mais a drenagem urbana e os alagamentos com a extinção do departamento especializado em esgotamento pluvial. Mesmo com essa reorganização dos responsáveis pela drenagem urbana e cheias, ainda foram feitos estudos nesta área por empresas, órgãos estaduais e órgãos federais. Entretanto, esses estudos são divergentes tanto em metodologias quanto em resultados finais. No entanto, os estudos não levam em consideração a estrutura sucateada e os pontos de alagamentos em locais marginalizados, como os bairros Humaitá e Farrapos, onde segundo as reportagens jornalísticas apresentam muitos pontos de alagamentos. Há a necessidade de gerar um novo mapa, onde demonstra alagamentos históricos e recorrentes junto com a população. Este poderá ser relacionado com obras antigas, para verificar o dimensionamento dessas obras ou a necessidade de novas obras. Essas novas decisões poderão mudar o rumo da governança no que tange à drenagem urbana porto alegrense e trará uma otimização do dinheiro público para essa área e uma consequente valorização no valor da terra nesses locais.

With the history of urbanization, it is possible to better understand the migration of the population to the 4th District, resulting in the marginalization of neighborhoods further north and northwest today. While the population of the 4th District interacts with the lack of inclusive planning in the city of Porto Alegre, it reorganizes itself, increasingly marginalizing urban drainage and flooding with the extinction of the department specializing in rainwater sewage. Even with this reorganization of those responsible for urban drainage and floods, studies were carried out in this area by companies, state and federal agencies. However, these studies are divergent both in methodologies and in final results. However, the studies do not consider the scrapped structure and the flooding points in marginalized areas, such as the Humaitá and Farrapos neighborhoods, where, according to journalistic reports, there are many flooding points. Thus, there is a need to generate a new map, which demonstrates historical and recurrent flooding along with the population. This can be related to old works, to verify the dimension of these works or the need for new works. Therefore, these new decisions may change the direction of governance with regard to urban drainage in Porto Alegre and will bring an optimization of public money to this area and a consequent increase in the value of land in these locations.
