A Espacialização do cooperativismo habitacional no município de Porto Alegre

Abstract

Este trabalho versa sobre as cooperativas habitacionais na cidade de Porto Alegre, capital do Rio Grande do Sul. Verificou-se que Porto Alegre se destaca pela quantidade de cooperativas habitacionais e pela existência de políticas públicas voltadas para as mesmas, onde o poder público acompanha todas as etapas de regularização fundiária, oferecendo alternativas burocráticas e financeiras, através do DEMHAB (Departamento Municipal de Habitação) e outros braços da estrutura de governo. Para poder descrever e quantificar a existência destas cooperativas no território urbano, o presente estudo verificou como estão distribuídas espacialmente as cooperativas habitacionais no município de Porto Alegre, além de descrever como se deu esse processo de surgimento e ampliação do número de cooperativas, frente ao déficit habitacional latente na capital. Para concretizar as análises e descrições empreendidas no trabalho, foi feita uma revisão da literatura pertinente ao tema, além de se coletarem dados tanto de órgãos da Prefeitura da cidade relacionados com o tema quanto do IBGE (Instituto Brasileiro de Geografia e Estatística). Também foram examinadas as políticas governamentais habitacionais, o relacionamento do tema com o Orçamento Participativo assim como o papel dos financiamentos federais. Como estudo de caso, foi usado como parâmetro a Cootrapoa, cooperativa habitacional de Porto Alegre em funcionamento e com projetos ainda inconclusos, para elucidar questões pertinentes. Esta dissertação mostra as dificuldades, promessas e perspectivas do cooperativismo habitacional.

This work deals with housing cooperatives in the city of Porto Alegre, capital of Rio Grande do Sul. It was found that Porto Alegre stands out for the number of housing cooperatives and for the existence of public policies aimed at them, where the government monitors all of them. the land regularization stages, offering bureaucratic and financial alternatives, through the DEMHAB (Municipal Housing Department) and other branches of the government structure. In order to describe and quantify the existence of these cooperatives in the urban territory, this study verified how the housing cooperatives are spatially distributed in the municipality of Porto Alegre, in addition to describing how this process of emergence and expansion of the number of cooperatives took place, given the deficit latent housing in the capital. In order to carry out the analyzes and descriptions undertaken in the work, a review of the relevant literature was carried out, in addition to collecting data from both city government agencies related to the topic and from the IBGE (Brazilian Institute of Geography and Statistics). Government housing policies, the relationship between the issue and the Participatory Budget, as well as the role of federal funding were also examined. As a case study, Cootrapoa, a housing cooperative in Porto Alegre in operation and with projects still unfinished, was used as a parameter to clarify pertinent issues. This dissertation shows the difficulties, promises and perspectives of housing cooperativism.
