Memórias da paisagem e do lugar : O caso do bairro São Geraldo, Porto Alegre – RS

Abstract

Esta pesquisa buscou compreender como os impactos das transformações da paisagem alteram a percepção dos sujeitos dos lugares no bairro São Geraldo – pertencente à antiga zona industrial da cidade de Porto Alegre, que desperta interesse dos agentes produtores do espaço urbano, através de programas e projetos que visam o adensamento populacional. Com tendências a figurar a gentrificação de áreas degradadas, à realocação dos loteamentos e das áreas ocupadas, mas também de alterações no Plano Diretor de Desenvolvimento Integrado e Ambiental, traz grandes tensionamentos entre as forças operantes e as novas formas espaciais que vêm surgindo através de incentivos privados. Partimos de uma tríade de conceitos: memória, paisagem e lugar, onde adotamos procedimentos metodológicos, para verificar estes impactos: revisão geográfica e histórica acerca da formação do bairro, análise de notícias, verificação da participação popular através do Orçamento Participativo, entrevistas e análise de imagens que demonstrem a transformação da paisagem do bairro.

This research sought to understand how the impacts of landscape changes alter the perception of the subjects of the places in the São Geraldo neighborhood - belonging to the old industrial area of the city of Porto Alegre, which arouses the interest of urban space producing agents, through programs and projects that aimed at population densification. With tendencies to include the gentrification of degraded areas, the reallocation of subdivisions and occupied areas, but also changes in the Master Plan for Integrated and Environmental Development of Porto Alegre for the region, this brings great tensions between the operating windows and the new forms that arise through private incentives. We started from a triad of concepts: memory, landscape and place. Methodological procedures, in order to verify these impacts, we use: the historical review about the formation of the neighborhood, analysis of news, verification of popular participation through the Participatory Budget and identification with subjects and regulars and analysis of images that demonstrate the transformation of the landscape of the district.
