dc.description.abstractA vigilância em saúde animal está baseada em um sistema de informação, ou seja, na coleta sistemática e contínua de dados, na compilação e análise das informações relacionadas à saúde animal e a sua divulgação oportuna para a tomada de ações. Além disso, em um sistema de vigilância ideal são recomendadas avaliações periódicas para verificar o seu funcionamento, e que também forneçam elementos para auxiliar as escolhas e decisões dos gestores. O serviço veterinário oficial estadual, responsável pela defesa agropecuária na área da saúde animal, apresenta um procedimento para a coleta, processamento, análise e divulgação dos dados dos atendimentos à notificação de enfermidades, mas ainda não conta com indicadores para sua avaliação. Os objetivos do estudo foram: i) descrever e documentar o processo de coleta e análise dos dados deste sistema; ii) analisar critérios epidemiológicos, de notificação e de investigação dos atendimentos registrados de 2015 a 2017; iii) apresentar exemplos de indicadores e análises para serem utilizados na gestão; iv) avaliar o efeito da unidade regional na taxa de atendimentos total e de bovinos; v) avaliar o efeito da unidade regional ajustada pelo ano na taxa de atendimentos de bovinos; vi) avaliar o efeito da finalidade predominante da regional na taxa de atendimentos total; vii) avaliar o efeito da razão de veterinários por regional na taxa de atendimentos total. Foram utilizadas técnicas de análises estatísticas descritivas e inferenciais (teste de hipóteses), séries históricas (média móvel) e elaboração de mapas. A descrição do sistema forneceu um panorama geral das características dos atendimentos no Estado. Nas séries históricas foram identificadas mudanças nos padrões de ocorrência dos atendimentos, como reflexo das investigações de Doença Vesicular Idiopática dos Suínos registradas em 2015 e 2017, nas características das notificações. No acompanhamento das ocorrências de raiva e tuberculose proposto, foi observada tendência de redução ao final do período avaliado, possivelmente resultantes das ações realizadas pelo Estado. O mapeamento dos atendimentos demonstrou utilidade para identificar aquelas regionais em que poderia ser aplicado reforço nas ações de vigilância. Os indicadores de tempo de atendimento total e sindrômico foram úteis para constatar a variação registrada entre a data da notificação e do seu atendimento, e para demonstrar que existe maior sensibilização para o atendimento das suspeitas sindrômicas. Identificar municípios silenciosos demonstrou ter utilidade em alertar os gestores quando há áreas em que não há notificações ou as mesmas não estão sendo atendidas. Os indicadores de taxas de atendimentos totais e de atendimentos em bovinos demonstraram que existem regionais com número bastante superior às demais, o que pode estar relacionado às diferentes características encontradas entre elas, referentes ao tipo de produção pecuária e na distribuição de veterinários. As análises e indicadores de funcionamento propostas no estudo tem capacidade para auxiliar os tomadores de decisão na avaliação e, futuramente, no planejamento das atividades de vigilância em saúde animal, além disso, demonstrou o potencial de informações e de conhecimento que podem ser produzidos a partir dos atendimentos de notificações de enfermidades ao SVE.pt_BR
dc.description.abstractAnimal health surveillance is based on an information system that is the systematic and continuous data collection, the compilation and analysis of information related to animal health, and its timely disclosure for action taking. Beyond that, in an ideal surveillance system, periodic evaluations are recommended to verify its operation, and that also provide elements to assist the managers’ choices and decisions. The official state veterinary service, responsible for defense measures in the area of animal health, presents a procedure for the collection, processing, analysis and dissemination of data on attendance to notification of diseases, but does not yet have indicators for its evaluation yet. The objectives of the study were: i) to describe and document the data collection and analysis process of this system; ii) to analyze epidemiological criteria for notification and investigation of registered attendances from 2015 to 2017; iii) present examples of indicators and analyzes to be used in management; iv) to evaluate the effect of the regional unit on the total service and cattle rate; v) evaluate the effect of the regional unit adjusted for the year on the rate of cattle services; vi) evaluate the effect of the predominant purpose of the regional in the total attendance rate; vii) evaluate the effect of the of veterinary ratio by regional on the total attendance rate. Descriptive and inferential statistical analysis techniques (hypothesis testing), historical series (moving average) and mapping were used. The system description provided an overview of the characteristics of the services in the State. In the historical series, changes in the patterns of occurrence of care were identified, reflecting the investigations of Swine Idiopathic Vesicular Disease recorded in 2015 and 2017, in the characteristics of notifications. In the monitoring of the occurrences of rabies and tuberculosis proposed, a reduction trend was observed at the end of the evaluated period, possibly resulting from the actions carried out by the veterinary service. The mapping of the services showed usefulness to identify those regions where there are no notifications or they are not being answered. The indicators of time of total and syndromic attendance were useful to verify the variation registered between the date of the notification and its attendance, and to demonstrate that there is a greater awareness for the attendance of syndromic suspicions. Identifying silent cities has proved useful in alerting managers from areas where there are no notifications or they are not being answered. The indicators of rates of total attendance and attendance in cattle showed that there are regions with a much larger number than the others, which may be related to the different characteristics found among them, referring to the type of livestock production and the distribution of veterinarians. The analyzes and functioning indicators proposed in the study have the capacity to assist decision makers in the evaluation and, in the future, in the planning of animal health surveillance activities, besides that, it demonstrated the potential of information and knowledge that can be produced from attendance of notifications of illnesses to state veterinary service.en
