Análise da consonância entre o plano municipal de educação 2015-2024 e as leis orçamentárias do município de Veranópolis -RS

Abstract

Alinhar o planejamento orçamentário aos planos setoriais de forma a garantir a execução de políticas públicas é um dos grandes desafios da gestão pública brasileira. Este trabalho tem por objetivo v erificar se o planejamento da e xecução orçamentária do Município de Veranópolis RS na área da educação está em consonância com o Plano Municipal de Educação 2015 2024. Esta pesquisa possui caráter bibliográfico e documental; a partir da legislação consultada no site da Prefeitura e de documento disponibilizado pela Secretaria Municipal de Educação, Esporte, Lazer e Juventude, foi realizada uma análise comparativa entre as metas e estratégias do PME e as leis orçamentárias do Município (Plano Plurianual 2018 2021 e Leis de Diretrizes Or çamentárias e Lei Orçamentária Anual dos anos 2018 e 2019 ), procurando quantificar e descrever qua is as metas e estratégias do PME estão relacionadas aos projeto s e atividades do PPA, como também se a LDO e LOA possuem previsão or çamentária para sua realiz ação. Constatou se que boa parte do PME está considerada no orçamento, porém, em alguns casos a execução do Plano seria beneficiada pela inclusão de projetos e atividades mais específicos no PPA, com p revisão orçamentária própria Entretanto, para assegura r o cumprimento do PME, se faz necessária sua articulação, para além do orçamento, com outras legislações e instrumentos de gestão, como o Plano de Carreira do Magistério.

One of the biggest challenges of the Brazilian public administration is to align the budget planning to the sectorial plans in a way to secure the public policies. The objective of this work is to verify if the budget planning of the city of Veranópolis – RS in the educational area is in consonance with the 2015-2024 Municipal Education Plan. This research has a bibliographical and documental character; starting from the consulted legislation from the City Hall website and a document obtained at the Municipal Department of Education, Sports, Leisure and Youth, it has been done an comparative analysis between the goals and strategies of the Plan and the city’s budget laws (2018-2021 Multiyear Plan and The Budgetary Directives Law and Annual Budgetary Law from the years of 2018 and 2019), aiming to quantify and describe which goals and strategies of the Education Plan are related to the projects and activities of the Multiyear Plan, and also if the The Budgetary Directives Law and Annual Budgetary Law have budget predictions to its accomplishment. It’s been verified that a great portion of the Education Plan is embraced in the budget, but, in some cases, it could be an advantage to the Plan’s execution the inclusion of more specific projects and activities in the Multiyear Plan, with budget to its own. However, in order to secure the implementation of the Education Plan, it’s necessary its articulation, beyond the budget, with other laws and administration instruments, as the Teacher’s Career Plan.
