Financiamento e aplicação dos recursos do SUS em municípios do Vale do Rio dos Sinos/RS

Abstract

Este estudo teve por objetivo analisar o financiamento e a aplicação dos recursos do SUS em municípios do Vale do Rio do Sinos/RS. As decisões críticas dos gestores municipais em relação às formas de organização e prestação do cuidado à saúde são condicionadas pela disponibilidade de recursos e pela importância relativa das várias fontes de receitas vinculadas à saúde em seus orçamentos. Tratou-se de uma pesquisa descritiva com abordagem quantitativa, desenvolvida por meio de levantamento sobre artigos científicos sobre o SUS, o financiamento do SUS e o Sistema de Informações sobre Orçamentos Públicos em Saúde - SIOPS, bem como, da análise de informações financeiras orçamentárias disponíveis no SIOPS referente ao período de 2013 a 2017. Como resultado constatou-se a grande representatividade das transferências da União, no entanto em um dos municípios estudados a aplicação de recursos próprios em saúde é superior às transferências da União. Todos os municípios cumprem a Emenda Constitucional n º 29/2000. Quanto ao gasto público em saúde por habitante baseado em recursos próprios em todos houve crescimento. A respeito das subfunções orçamentárias destacaram-se como as mais expressivas a Assistência Hospitalar e Ambulatorial e a Atenção Básica.

The objective of this study was to analyze the financing and application of SUS (Brazilian Public Health System) resources in municipalities in the Sinos River Valley. The critical decisions of municipal managers regarding the forms of organization and delivery of health care are conditioned by the availability of resources and the relative importance of the various sources of health-related revenues in their budgets. This was a descriptive research with a quantitative approach, developed through a survey on scientific articles about SUS, the financing of SUS and the Information System on Public Budgets for Health - SIOPS, as well as the analysis of available budget financial information in SIOPS for the period from 2013 to 2017. As a result, the Union's transfers were highly representative, however in one of the municipalities studied, the application of its own resources in health is higher in comparison with the transfers of the Union. All municipalities comply with the Amendment Constitutional no. 29/2000. As for public spending on health per capita based on own resources in all there was growth. Regarding the budgetary sub-functions, Hospital and Ambulatory Care and Basic Care were the most significant.
