Avaliação da gestão em saúde quanto aos aspectos voltados ao servidor nos municípios da 7a regional de Saúde do Paraná : uma análise através dos documentos de gestão

Abstract

Objetivo: avaliar junto aos documentos de gestão em saúde, quais iniciativas foram contempladas no quesito valorização do servidor, seja na forma de PCCS ou ações de Educação Permanente, por meio da análise dos PMS, PAS e RAG, no período de 2014 a 2017, dos municípios pertencentes a 7º Regional de Saúde do Estado do Paraná. Método: Foi realizada análise documental dos 15 PMS de todos os municípios pertencentes a esta regional, além da pesquisa junto ao site SARGSUS, dos RAGs correspondentes aos 15 municípios analisados. Resultados: 10 municípios têm alguma proposta ou efetiva ação para fomentar a valorização do trabalhador da saúde, pelo intermédio da existência de PCCS. Os outros cinco, apenas um tem comissão formada para elaboração do PCCS. Constatou-se que não há uma padronização na sistematização das diretrizes e objetivos pactuados, nem um segmento lógico e relacional entre o Plano Estadual de Saúde e o Plano Nacional de Saúde. As ações em educação permanente eram limitadas, e por vezes em desacordo com as diretrizes preconizadas pelo PNEPS. Conclusão: há deficiências nos Planos Municipais de Saúde analisados e que há necessidade de executar a educação permanente dos gestores, quanto à importância da elaboração sistemática dos PMS, de acordo com legislação vigente e com consciência na importância da valorização do servidor.

The objective of this work was to evaluate the health management documents, which initiatives were contemed in the valuation of the server, either in the form of PCCS or permanent education actions, through the analysis of PMS, PAS and RAG, in the period of 2014 to 2017, of the municipalities belonging to the 7th Regional Health of the state of Paraná. A documental analysis of the 15 PMS of all municipalities belonging to this region was performed, in addition to the research with the site SARGSUS, of the RAGs corresponding to the 15 municipalities analyzed. Of these, 10 municipalities have some proposal or effective action to promote the valorization of the health worker, through the existence of PCCS. The other 5, only 1 has commission formed for the elaboration of the PCCS. It was found that there is no standardization in the systematization of the guidelines and objectives agreed upon, nor a logical and relational segment between the state health plan and the National Health Plan. The actions in permanent education were limited, and sometimes in disagreement with the guidelines recommended by the PNEPS. It is concluded that there are deficiencies in the municipal health plans analyzed and that there is a need to carry out the permanent education of managers regarding the importance of the systematic elaboration of PMS, according to current legislation and with awareness of the importance to value the server.
