As práticas de trabalho em um Tribunal Regional Eleitoral em meio à crise de representatividade : por trás das urnas à luz da Teoria Política de Hannah Arendt

Abstract

O objetivo desta trajetória é [foi e continua sendo] compreender elementos que constituem o por trás das urnas do processo eleitoral municipal de 2016, no município de Porto Alegre, em meio à crise de representatividade. O direito humano à comunicação – limitado pelo oligopólio midiático, a representatividade política como profissão no Brasil, os movimentos de rua de 2013, a corrupção e a Lava-Jato, a minirreforma eleitoral de 2015, as eleições gerais de 2014, o Impeachment da Presidenta Dilma Rousseff, interpretamos, engendram a crise de representatividade brasileira. Em meio a este contexto de crise, em atenção à legislação eleitoral brasileira, os Tribunais Regionais Eleitorais necessitam organizar as eleições municipais de 2016. Assim, iniciamos nossa trajetória de pesquisa no Tribunal Regional Eleitoral do Rio Grande do Sul, e as práticas de trabalho de servidores, colaboradores, terceirizados e magistrados designados, durante o período de organização destas eleições municipais de Porto Alegre, desdobraram-se em nosso objeto de análise. Sob a base comum da abordagem fenomenológica, orientamo-nos pela metodologia fenomenológica para descrever o antes, o durante e o depois do sufrágio de 2016 na capital gaúcha, e realizar posterior análise sob o escopo da noção de prática enquanto fenômeno social, em Schatzki. A partir disso, tal noção de prática, na coexistência humana, fundamentou nosso o primeiro movimento de análise. As perspectivas do entendimento, das regras e da teleoafetividade foram, no entanto, incipientes para o exercício de compreender a que nos propusemos. Identificadas as lacunas da ontologia contextual de Schatzki, buscamos em elementos da teoria política de Hannah Arendt, a qual pensou o compreender como exercício de voltar-se à realidade, possibilidades para uma nova volta de análise, em que este compreender pudesse ser desdobrado em interpretação e significados, utilizando os termos arendtianos. A partir disso, defendemos a tese de que compreender os elementos que estão por trás das urnas do processo eleitoral de 2016, parte da descrição, mas esta última não instrumentaliza-nos para a interpretação. Dessa maneira, ampliamos a análise a partir do compreender arendtiano para a dimensão política destas práticas, na dimensão de estar com o outro, em um espaço de compartilhamento entre-os-homens. Por fim, as práticas em meio à crise de representatividade são compreendidas como “fenômenos que decorrem do imbricamento político da ação, ou seja, do estar para (e com) a liberdade e pluralidade humanas em um espaço de compartilhamento, de vida ativa”.

The objective of this trajectory is [was and continues to be] to understand elements that constitute the back of the ballot boxes of the municipal electoral process of 2016, in the city of Porto Alegre, amid the crisis of representativeness. The human right to communication - limited by the media oligopoly, the political representation as a profession in Brazil, the street movements of 2013, the corruption and the Car Wash Operation, the 2015 electoral mini-reformation, the 2014 general elections, the Impeachment of President Dilma Rousseff, we interpret, engender the crisis of Brazilian representativeness. In the midst of this crisis, in view of Brazilian electoral legislation, the Regional Electoral Courts needed to organize the municipal elections of 2016. Thus, we began our research trajectory in the Regional Electoral Court of Rio Grande do Sul, and the work practices of servants, employees, subcontractors and appointed magistrates were discussed during the period of the municipal elections in Porto Alegre. Under the common basis of the phenomenological approach, we were guided by the phenomenological methodology to describe the backgrounds, the process itself and the aftermath of the 2016 suffrage in the capital of the state of Rio Grande do Sul, and to carry out a later analysis under the scope of the notion of practice as a social phenomenon in Schatzki. This notion of practice, underpinned in human coexistence, grounded our first movement of analysis. The perspectives of understanding, of rules and of teleaffectivity were, however, incipient for the exercise of understanding what we proposed. Identifying the shortcomings of Schatzki's contextual ontology, we sought in elements of Hannah Arendt's political theory, who considered the understanding as an exercise of turning to reality, possibilities for a new round of analysis, in which this understanding could be unfolded in interpretation and meanings, using the Arendtian terms. Conclusively, we defend the thesis that the understanding of the elements behind the ballots in the electoral process of 2016 start at the description, but the latter does not instrumentalize us for interpretation. Hence, we extend the analysis from the Arendtian understanding regarding the political dimension of these practices, to the dimension of being with the other, in a space of sharing among men. Finally, practices amid the crisis of representativeness are understood as "phenomena that result from the political overlapping of action, that is, from being to (and with) human freedom and plurality in a space of sharing, active life".
