‘Experenciar em ação’ : significados da educação popular no fazer e agir do agente comunitário de saúde

Abstract

INTRODUÇÃO: O Programa de Qualificação em Educação Popular em Saúde (EdPopSUS) é uma das estratégias prioritárias do plano operativo da Política Nacional de Educação Popular para o Sistema Único de Saúde (PNEPS-SUS). É direcionado, sobretudo, à formação de Agentes Comunitários de Saúde (ACS) e Agentes de Combate às Endemias (ACE). Busca favorecer a atuação dos trabalhadores nos processos de conquista de direitos à saúde da população e no fortalecimento da participação social. Esta pesquisa traz esse Curso para a análise, focando no ACS. OBJETIVO: Compreender o significado da experiência de formação no EdPopSUS para ACS. METODOLOGIA: Trata-se de pesquisa de abordagem qualitativa (estudo de caso), realizada com ACS e gestores da saúde e do EdPopSUS. O local do estudo foi o município do Rio Grande, no Rio Grande do Sul. Participaram da pesquisa 17 ACS educandas(os) que finalizaram o curso, em 2017, além de quatro gestores, sendo dois da saúde e dois do curso (n=21). A amostragem foi intencional, determinada pelo critério da saturação. A produção de informações envolveu a realização de entrevistas semiestruturadas individuais e análise documental (cartas de expectativas inicial e final de cada educando e do material didático do curso). O material textual de pesquisa foi interpretado pela análise de conteúdo de Bardin, à luz do referencial teórico da Educação Popular. A pesquisa foi aprovada por Comitê de Ética em Pesquisa. RESULTADOS: As experiências no EdPopSUS foram expressas por descobertas, reflexões, discussões, despertando emoções que foram significando essa formação e construindo um novo processo de aprendizado pessoal e profissional aos ACS, ancorado na realidade vivida. A Educação Popular incentivou a reflexão, o diálogo e a afetividade, potencializando a criatividade e autonomia dos ACS em um espaço educativo de autoconhecimento e de construção do conhecimento individual e coletivo, interagindo com o mundo experenciado. Houve a valorização das vivências pessoais e profissionais dos ACS e o aprendizado do ouvir o outro e do ouvir-se, em um exercício contínuo de ação-reflexão-ação. As saídas de campo, as rodas de conversa da Educação Popular e as „Tendas do Afeto Popular‟, ambas atividades mediadas pelo educador popular em uma proposta de problematização da realidade, foram destacadas como potencialidades do curso. Os ACS reconheceram aprendizagens significativas no resgate das memórias, práticas e saberes populares construídos nas tradições familiares e sociais de suas comunidades. Desafios foram identificados no retorno dos ACS para o trabalho junto às equipes de saúde, havendo dificuldades dessas equipes que não participaram do curso em acolherem as ideias de Educação Popular trazidas pelos ACS. PRODUTO: Três produtos técnicos foram construídos a partir dos fundamentos da Educação Popular: seminário, proposta de curso de formação para profissionais de saúde e da elaboração da política pública municipal de Educação Popular em Saúde. CONSIDERAÇÕES FINAIS: A Educação Popular foi reforçada, nesta pesquisa, como uma prática pedagógica e social que fortalece pessoas, movimentos, equipes, práticas de cuidado e, portanto, o próprio SUS. Processos de formação na saúde fundamentados na Educação Popular devem envolver não apenas uma categoria profissional e, sim, todos os integrantes das equipes de saúde, para que possam ter oportunidades compartilhadas de aprendizado.

INTRODUCTION: The Qualification Program in Popular Education for Health (EdPopSUS) is one of the main strategies of the operational plan from the Popular Education of National Policy to the National Health Service (PNEPS-SUS). It is specially aimed at the formation of Health Community Agents (ACS) and Agents to combat endemics (ACE). It intends to favor the participation of workers in accomplishing their due rights for the health of population and the strengthening of social participation. This study brings this Course to an analysis, focusing on ACS. OBJECTIVE: To understand the meaning of the formation experience at EdPopSUS for ACS. METHODOLOGY: It is a research for qualitative approach (case study), carried out by ACS along with health and EdPopSUS managers. The place of study was the city of Rio Grande in the State of Rio Grande do Sul. Seventeen (17) Health Community Agent (ACS) students who concluded the course in 2017, participated the study. Besides, four managers (two for Health and two others for the course – n = 21) were also invited to participate. The sampling was intentional determined by saturation criteria. The information production involved semi-structured, individual interviews and document analysis (letters of initial and final expectations of each educator and course material). The research text material was interpreted by Bardin‟s content analysis, based on a Popular Education theoretical reference. The research was approved by the Ethics and the Research Committee. RESULTS: The experiences on EdPopSUS were expressed by discoveries, reflexions, discussions, awakening emotions which became an essential part of this formation constructing a new, personal and professional growth to ACS, anchored on their own reality. Popular Educations has encouraged reflexion, dialogue and affection enabling creativity and autonomy to the Health Community Agents (ACS) in an educational environment of self-learning and the building of an inner and collective knowledge interacting with the experimented world. People‟s personal and professional experiences were of great value and the act of listening to the other person and to oneself as a continuous action-reaction-action exercise. Highly discussed as positive were The field trips, the Popular Education conversation groups, and the so- called „Popular Affection Tents‟ both monitored by the popular educator to show the problems of our reality. The ACS recognized some meaningful lessons to rescue memories, practices and popular wisdom built in family and social traditions of their communities. Challenges were identified in the ACS Agents return to work along with the health teams. The teams that did not join the course had more difficulties to accept the new ideas of Popular education brought by the ACS. PRODUCT: Three technical products were built from the foundations of Popular Education: seminar, proposal of training course for health professionals and the elaboration of the municipal public policy of Popular Education in Health. FINAL CONSIDERATIONS: Popular Education was reinforced in this research as a pedagogical and social practice that strengthens people, movements, teams, care practices and the National Health Service itself. Processes of health formation based on Popular Education must involve not only a professional category but all the health teams so they can have more shared learning opportunities.
