A rede de cuidados a jovens em situação de drogadição : quais abordagens : um estudo de caso sobre a rede de atenção à juventude no Município de Campo Bom-RS

Abstract

As políticas públicas de juventude seguem sendo negligenciadas, não só pelo estado, mas também pela academia e sociedade em geral. Em tempos onde o genocídio da juventude negra é uma realidade não combatida na vida nacional as últimas conferências de juventude indicam a questão do uso e abuso de drogas como uma das principais demandas de saúde para a juventude no Brasil. Essa ineficiência do estado diante desta demanda é condição intrínseca à realidade de violência e de morte massiva da juventude pobre e principalmente negra. Esse contexto é presente mesmo em cidades pequenas e médias onde os índices de desenvolvimento humano atingem os critérios “ditos aceitáveis”, como é o caso de Campo Bom no Rio Grande do Sul. Nosso estudo sobre a rede de atenção aos jovens em situação de drogadição no município de Campo Bom tem o objetivo geral de construir propostas de educação em saúde, cuja abordagem utilize ferramentas que possam ter um alcance efetivo ao promover à atenção integral destes jovens. E como objetivos específicos: a) Conhecer esta rede; b) Identificar seus limites e suas potencialidades; c) propor uma metodologia de Educação em Saúde na rede que possa ser realizada em outros municípios. A pesquisa se desenvolveu através de um estudo de caso. Inicialmente buscamos conhecer a rede através das ferramentas disponibilizadas pela prefeitura municipal como site oficial e busca de informação presencial sobre os serviços disponíveis para este público, bem como a Lei Orçamentária e a estruturação da gestão. Para tanto, analisamos a estrutura dessa rede e seu alcance, entrevistando profissionais, gestores, usuários, ativistas e lideranças da comunidade. Como resultado encontramos os elementos que identificam potencialidades e limites nesta estrutura; concluindo que é necessário superar alguns paradigmas com relação às políticas para a juventude no âmbito epistemológico, estrutural e político. Isto significa que há muitas convergências na percepção da falta de investimento (não só no sentido financeiro) para as políticas direcionadas a este público bem como de que, de fato, o tema é extremamente complexo. O estudo propõe ideias concretas que apresentam um acervo de características com potencial de atingir este envolvimento de agentes da comunidade e dos próprios jovens em situação de vulnerabilidade, bem como qualificando os profissionais que trabalham com este público. Os achados expostos neste trabalho expõem de forma muito consistente e apurada este contexto, sendo, esta leitura, elemento determinante para a elaboração dos produtos aqui propostos como abordagens viáveis e objetivas de inovação social. Assim promovendo uma articulação desta rede que propicie a superação dos limites e desenvolva e inovação nas possibilidades e resultados na rede de atenção à juventude em situação de drogadição.

Public youth policies are neglected, not only by the state, but also by academia and society in general. In times where the In progress, genocide of black youth is a reality unmatched in national life as the latest youth conferences indicate a question of drug use and abuse as one of the main health demands for youth in Brazil. This inefficiency of the state in the face of this demand is intrinsic condition to the reality of violence and massive death of poor and mainly black youth.This inefficiency of energy consumption is an important issue for the life and moral violence of youth and especially black. This context is present even in small and medium-sized cities where human development the indexes of "acceptable", it is presented in the case of Campo Bom in Rio Grande do Sul. Our study about the network of attention to young people in situations of drug addiction in the municipality of Campo Bom has the general objective of constructing proposals of health education, whose approach uses tools that can have an effective reach when promoting the integral attention of these young people.And as specific objectives: a) To know this network; b) Identify its limits and its potentialities; c) Propose a methodology of Health Education in the network that can be carried out in other municipalities. The research was done developed through a case study. Initially, we sought to know the network through the tools provided by the municipal government as an official website and search for information about the services available to this public, as well as the Budget Law and the structuring of management. To do so, we analyze the structure of this network and its scope, interviewing professionals, managers, users, activists and community leaders.As a result we find the elements that identify potentialities and limits in this structure; concluding that it is necessary to overcome some paradigms regarding youth policies in epistemological, structural and political terms. This means that there are many convergences in the perception of the lack of investment (not only in the financial sense) for the policies aimed at this public as well as that, in fact, the subject is extremely complex.The study proposes concrete ideas that present a collection of characteristics with potential to reach this involvement of agents of the community and of the young people in vulnerable situation, as well as qualifying the professionals that work with this public.The findings presented in this paper expose this context very consistently and accurately, and this reading is a determining factor for the elaboration of the products proposed here as viable and objective approaches to social innovation. Thus promoting an articulation of this network that allows to overcome the limits and develops and innovation in the possibilities and results in the network of attention to youth in situation of drug addiction.
