dc.description.abstractO que chamamos por População em Situação de Rua reúne, numa categoria, os movimentos de dispersão, segmentação, periferização e rualização, enunciando a questão Social das cidades. Expressa um dos limites da pobreza urbana, à margem das políticas protecionistas e habitacionais. De modo transversal, manifesta as questões indígena, negra e feminina, marcos da expropriação burguesa, branca e patriarcal. A categoria não representa, assim, uma essência do viver na rua: transparece, muito mais, as formas sempre reinventadas das pessoas sobreviverem nas grandes cidades e terem reconhecida suas cidadanias. Por outro lado, há um sistema assistencial que se acopla aos desabrigados, desassistidos, desfiliados: misto de estratégia pública e filantrópica, direcionando para esses sujeitos códigos científicos, policiais e religiosos, cada qual com suas técnicas de correção. Movimentam esse sistema personagens como o “vagabundo”, o “mendigo”, a “louca”, o “malandro”, o “maloqueiro”, o “dependente químico” e outros nomes-alvos das políticas cotidianas de opressão da rua. Nesse meio, os habitantes da rua afirmam um modo de vida rueiro, com estratégias de proteção individuais e coletivas, negociando diariamente o assentamento na cidade. A tese busca, numa inspiração genealógica, arquivos sobre a história da cidade de Porto Alegre para identificar como as configurações do Social afetaram o campo em questão, acompanhando o surgimento e desaparecimento de serviços assistenciais, bem como os conceitos que os orientavam. Busca, enfim, configurar a política rueira, com os movimentos de resistência e luta pelos direitos civis de uma população segmentada da cidade, com os saberes que se formam na vivência da rua.pt
dc.description.abstractWhat we call Homeless brings together, in a category, the movements of dispersion, segmentation, peripheralization and rualization, stating the Social question of the cities. It expresses one of the limits of urban poverty, in the margin of protectionist and housing policies. In a transversal way, it manifests the indigenous, black and feminine issues, milestones of bourgeois, white and patriarchal expropriation. The category, therefore, does not represent an essence of living on the street: it shows, much more, the ever reinvented forms of people surviving in large cities and having recognized their citizenship. On the other hand, there is a care system that is coupled with the homeless, the abandoned, the needy: a mixture of public and philanthropic strategies, directing scientific, police and religious codes to these subjects, each with its corrective techniques. Moved by such characters as the "vagabond", the "beggar," the "crazy", the “trickster", the "marginal", the "crackhead" and other target-names of everyday policies of street oppression. In this environment, the inhabitants of the street affirm a way of life, with strategies of individual and collective protection, negotiating daily the settlement in the city. The thesis seeks, in genealogical inspiration, archives on the history of the city of Porto Alegre to identify how the Social configurations affected the field in question, accompanying the emergence and disappearance of assistance services, as well as the concepts that guided them. It seeks, finally, to configure the street policy, with the movements of resistance and struggle for the civil rights of a segmented population of the city, with the knowledge that is formed in the experience of street life.en
