Enfim a "verdade" : a construção de um discurso do Poder Legislativo na grande imprensa escrita brasileira (1995-1998)

Abstract

Esta tese trata do discurso da imprensa sobre o Poder Legislativo. Partindo da constatação de que existe um discurso de desqualificação do Congresso Nacional, buscou-se apreende-lo, através da análise dos jornais Folha de São Paulo e Estado de São Paulo, no periodo correspondente ao primeiro mandato do Presidente Fernando Henrique Cardoso (1995/98). A partir das noções de análise de discurso e da literatura sobre midia e política, foram analisadas noticias, colunas de opinião, cartas de leitores e editoriais sobre os temas: reeleição, reforma da previdência, reforma administrativa, quórum e convocações extraordinárias, Orçamento-Geral da União e a relação entre irregularidades cometidas por parlamentares e reforma politica. Enfatizou-se que o discurso ao desqualificar os parlamentares, deslegitima seu poder. Isto ocorre pela desconstrução de seu capital poltico individual e coletivo. As noções de neutralidade e opinião são fundamentais no discurso da imprensa para que o mesmo se institua como um discurso da verdade sobre a politica.

This thesis deals about the press discourse concerning the Legislativa Power. Based on the ascertaining that there is a disqualification discourse of the National Congress, we aimed to apprehend it, through the analysis of the newspapers Folha de São Paulo and Estado de São Paulo, during the first term of President Fernando Henrique Cardoso (1995/98). Based on the notions of discourse analysis, we analyzed news articles, opinion columns, letters to the editor and editoriais about the following themes: re-election, social welfare reform, administrativa reform, quorum and extra-ordinary convocation, General National Budget and the relationship between the irregularities committed by the congressmen and the political reform. In the reconstruction of this discourse, it is emphasized the capacity that it has of deslegitimate the congressmen, through the deconstruction of their political, individual and collective capital, with the permanent negative qualification of the members and of the National Congress institution. We also point out the notions of neutrality and public opinion as fundamental in the press discourse for it to become a discourse of the truth about politics.
