Urbanismo e planejamento urbano : um olhar sobre o processo de constituição de seu lugar institucional

Abstract

Esta tese estuda a construção do lugar institucional do urbanismo-planejamento urbano na administração pública municipal brasileira. Para tanto, analisa o processo de constituição-desconstituição de estruturas administrativas voltadas para o pensar e o fazer urbanísticos na municipalidade de Porto Alegre, RS. Trata-se de um trabalho historiográfico, da elaboração de uma narrativa reflexiva sobre o passado-presente (e o futuro) do urbanismo-planejamento urbano, considerado uma “tradição” naquela cidade, questão-problema que perpassa a pesquisa realizada. A definição dos períodos temporais da pesquisa foi resultado de uma criteriosa avaliação de eventos ordenados em uma linha de tempo, que buscou identificar possíveis associações entre os processos de elaboração de planos (planos-processos) e a constituição-desconstituição do lugar institucional do urbanismo-planejamento urbano. Cinco planos-processos foram tomados como fio condutor da narrativa, que percorre um século de história (1912-2012): o Plano Geral de Melhoramentos (1914); o Plano Gladosch (1938); o Plano Diretor (1959); o Plano Diretor de Desenvolvimento Urbano (1979) e o Plano Diretor de Desenvolvimento Ambiental (1999). Ao situar esses planos-processos no tempo – da criação da Comissão de Melhoramentos e Embelezamento, em 1912, à extinção da Secretaria do Planejamento Municipal, em 2012 –, a tese busca resposta a uma pergunta do presente: afinal, quem é responsável pelo planejamento urbano no Brasil?

This these study about urbanism-urban planning institutional place constructions in the Brazilian municipal public administration. To do so, it analyzes the constitution-deconstitution process of the administrative structures focused on the urbanistic thinking and doing in the municipality of Porto Alegre, RS. It is a work of a historiography, the elaboration of a reflective narrative about the past-present (and the future) of urbanism-urban planning, considered a "tradition" in that city, a problem-issue that pervades the research carried out. The definition of the temporal periods of this research was the result of a careful evaluation of events ordered in a timeline, which sought to identify possible associations between the processes of elaboration of plans (processes-plans) and the constitution-deconstitution of the institutional place of urbanism-urban planning. Five plan-processes were taken as the connecting thread of this narrative, which runs through a century of history (1912-2012): the General Plan of Improvements (1914); the Gladosch Plan (1938); the Master Plan (1959); the Urban Development Master Plan (1979) and the Environmental Development Master Plan (1999). By placing these plans-processes in a time – from the setting up of the Commission for Improvements and Embellishment, in 1912 to the extinction of the Municipal Planning Secretariat in 2012 – this thesis seeks answers a question of the present: after all, who is responsible for urban planning in Brazil?
